Effective with the release of this position announcement, Winrock International will be recruiting applicants for the position of Chief of Party with the Enterprise and Agriculture Group. The responsibilities, duties, and qualifications are described in the attached position description. Position is contingent upon receipt of donor funding.

POSITION DESCRIPTION

POSITION TITLE: Chief of Party, Agricultural Market and Support Activity (AMARTA II), Indonesia.

LOCATION: Jakarta, Indonesia

UNIT: Enterprise and Agriculture

REPORTS TO: US- based Project Coordinator

PROGRAM SUMMARY:

The USAID/Indonesia funded AMARTA project assists the Government of Indonesia to promote a robust Indonesian agribusiness sector. AMARTA II, a five year project will focus on the improvement of selected high-value crops (coffee, cocoa, horticulture) through farmer training, association strengthening, marketing, and policy and regulatory reform. AMARTA II aims to increase incomes and employment in target provinces; increase access to agricultural credit; and improve the policy and regulatory environment of the agricultural and agribusiness sectors in Indonesia. AMARTA II works with private businesses, farmers and the Government of Indonesia to improve productivity and quality in value chains for high-value export commodities and supermarket quality horticulture products.
The position is contingent upon receipt of donor funding.

The Chief of Party (COP) is responsible for managing implementation of the Agricultural Market and Support Activity (AMARTA II).

ESSENTIAL RESPONSIBILITIES:

 Provide overall technical and administrational leadership, and motivation to organizations and individuals involved in the project.
 Develop scopes of work and contracting mechanisms for local long-term support personnel and short-term technical assistance.
 Provide supervision, support, and direction to long- and short-term staff.
 Administer the project's financial resources, establish monitoring procedures for financial allocations through grants and sub-grants, ensuring compliance with established Winrock accounting principles and USAID regulations.
 Oversee and be responsible for financial and administrative aspects of the project including managing the budget.
 Manage subcontracts with local service providers, ensure all deliverables are provided.
 Monitor each indicator for all program results and make recommendations for any changes to these indicators.
 Prepare annual work plans and progress reports, and monitor the implementation of these plans, prepare and submit quarterly reports on progress of activities and achievement of program results to USAID.
 Establish contacts with partners and customers to ensure coordinated implementation of project activities and represent the Winrock Team at key meetings.
 Interact directly and on a regular basis with USAID and other stakeholders
 Participate in regular field visits to the project areas to assure project progress towards activity objectives and goals.
 Coordinate and communicate on a regular basis with Winrock’s Home Office.
 Manage relationships with complementary USAID and donor projects
 Represent Winrock International and the project to USAID

OTHER RESPONSIBILITIES:

• Perform other duties as necessary.

QUALIFICATIONS AND BACKGROUND:

Education: Masters Degree required in agriculture, agribusiness, agricultural economics or business administration.

Work Experience: Minimum ten years experience required, including technical and COP experience on USAID funded agricultural value chain projects. Knowledge of the coffee, cocoa and horticulture value chains a plus. Experience must demonstrate the ability to manage a large team in agricultural/community development context. Technical and managerial experience in Indonesia or South Asia required.

Skills: Fluency in English is required. Fluency in Bahasa Indonesian a plus. Excellent management, communication, and organization skills are required. Basic computer skills (word-processing, spreadsheets, and databases) are required.

Other: The ability to supervise staff and coordinate programs with partners from a broad range of backgrounds and experiences including public sector, private sector, farmer and trade associations and villagers. Must be comfortable in high level representational role as well as interacting with individual producers and villagers. Must be comfortable networking and cooperating with other USAID and donor-funded projects.
