The office of the Auditor General (OAG) is an institution established under the provisions of Article 163 of the Constitution of the Republic of Uganda. Its mandate, functions and powers are enshrined in the National Audit Act, 2008. The main function of the OAG Is to audit and report on the Public Accounts of Uganda and of all public offices or bodies and/or organizations established by an Act of Parliament.

Pursuant to chapter 1, section L - a of the Government Standing Orders as well as section 2 of the Pensions Act, Chapter 286 (Laws of Uganda), the OAG was recognized by the Pensions Authority as "Other Public Service" w.e.f. 4th October 2008.

In a bid to reposition the office as an autonomous institution so as to maximize its capacity to deliver in relation to its Vision, Mission and strategic plan, the OAG has reviewed its organization

A division of Support Services has been created. The head of the division will be a member of Top Management responsible to the Auditor General for providing senior management input into corporate and professional support services ,general administration and advising the Top management team on the day today working and development of theses functions

Contractual for five (5) years and renewable subject to satisfactory performance and through mutual consent

MINIMUM QUALIFICATIONS:
Applicants must be Ugandans holding Honours Bachelors Degree in Social Sciences or Public Resource Management plus a Masters Degree in any of the following fields; Human Resource/Management Studies, Development Studies, Public Administration and/or Business Administration from a recognized University or Institution. A professional accounting qualification will be highly desirable.

WORKING EXPERIENCE:
Applicants should have proven integrity, a thorough working knowledge of Administration, public sector financial regulations and practices as well as relevant provisions of the Constitution, With reference to the skills and competencies required for this position, it is unlikely that an applicant below mid thirty in age and less than tour years in a top management

DUTIES:
The incumbent will be responsible to the Auditor General for directing the day to day activities of the division of support services and will perform the following duties:
• Support the AG to ensure that the OAG operates efficiently and effectively;
• Ensure that appropriate governance is in place and is effective to promote good standards of propriety, stewardship and risk management;
• Ensure that well developed strategic business, operational planning and performance management systems support the achievement of objectives and help realize new and improvement with a clear focus on systemic issues;
• Act as an agent to secure change as necessary in skills, approach, culture and product development to achieve the AG's and Top Management Group's vision; the OAG and (ii) realize opportunities to extend the AG's remit and enhance the OAG's impact and reputation;
• Provide strategic leadership for the further development of both financial and value for money audit disciplines;
• Promote and maintain an organizational culture that enables staff to realize their full potential for the benefit of the OAG.

The incumbent will need to possess the following skills/competencies as:

This will also be demonstrated in the ability to manage short-term issues within a strategy tor long-term, sustainable
• High emotional and social intelligence; Possesses exceptional relationship building and interpersonal skills that drive results and deliver through others
• Building and Managing Teams: Inspires, motivates, coaches, mentors and develops others. Listens well and continuously learns and seeks advice and feedback from others. Encourages initiative, creativity, problem solving and sharing information;

• Financial, Budgetary and Analytical Skill: Ability to fully understand and interpret financial and budgetary data, analyze it, and report on it monthly to collectively assist Top management in timely decision making and providing strategic direction to achieving the "change management" process in an organization.
