Communication for Development Specialist

Purpose of the Position
Under the general guidance of the Deputy Representative, you will be responsible for the design, management, execution, monitoring and evaluation of a Communication for Development programme to effect behaviour change in support of the country programme.

Key Expected Results
1. In collaboration with UNICEF and government programme officers, you will design and manage/facilitate the implementation of Communication for Development strategies and plans of action aiming at: (a) behaviour development/change at individual/household levels; (b) social mobilization of civil society organizations; and (c) increased community participation in development programmes.

2. You will monitor and evaluate activities on the basis of applied communication research and frequent visits to project sites. Disseminate communication research finds, ensure exchanges of experience and new methods to government officials, programme staff, and other UNICEF partners.

3. You will plan, monitor and control the use of UNICF funds and resources for efficient and results-oriented programme implementation.

4. In collaboration with partners, you will organize/manage the formative research, development, pre-testing and production of culturally relevant and quality communication materials to ensure effective and efficient programme delivery, including facilitating behaviour change, where necessary.

5. You will develop strong sustainable partnerships with community groups, religious faiths, traditional leaders, teachers, artists as well as civil society organizations, to orient them on country programme goals and to solicit their involvement in the implementation of the country programme.

Qualifications of Successful Candidate
Advanced university degree in the social/behavioural sciences (Sociology, Anthropology, Psychology, Health Education) with emphasis on communication for development, social mobilization, participatory research and communication, training and impact evaluation of communication interventions.

Five years progressively responsible work experience in the planning and management of social development programmes, including two years in developing countries, with practical experience in the adaptation and application of communication planning processes to specific programmes.

Fluency in English and French. Knowledge of the local language of the duty station is an asset.
