Compliance Manager

LWR’s Compliance Manager will lead the development of effective monitoring and mitigation systems focused in the areas of financial management, administrative systems, and restricted donor compliance. Working in the International Finance Unit and in close coordination with the International Programs Department, the Compliance Manager will develop, monitor, and promote effective systems, tools, policies and procedures that will enhance organization-wide compliance with donor rules and regulations and LWR policies and procedures.

Qualifications

1. Deep commitment to LWR’s core values and ability to model those values in relationships with colleagues and partners.
2. Bachelors Degree in Business Administration, Finance, Business Law, or related field. Master’s degree is preferred.
3. Five (5) to seven (7) years experience administering U.S. Government grants, contracts or cooperative agreements, or other funding arrangements.
4. Knowledge of U.S. Government rules, regulations, policies, procedures, and compliance issues associated with those requirements. Knowledge of Generally Accepted Accounting Principles is preferred.
5. Experience and knowledge of other donor rules and regulations including the United Nations, European Union, other governments, Gates Foundation, and other institutional donor organizations, preferred.
6. Overseas work experience with an international relief and development organization and sub-recipient monitoring skills are preferred.
7. Knowledge of risk management methods and analytical techniques. Proven experience in developing systems, tools, and internal control procedures required to mitigate compliance risks.
8. Experience with compliance and financial management related curriculum development and training facilitation for various audiences including finance and non-finance groups. Experience with “training of trainers” methodologies and other capacity building efforts for partner organizations.
9. Exceptional oral and written communication and representation skills. Fluency in English is required. Proficiency in Spanish and/or French is preferred.
10. Ability to work both independently and closely with work teams, assess priorities, and effectively manage multiple actions with attention to detail.
11. Travel approximately 30%.
12. Proficiency with Microsoft Outlook, Excel, Work, Power Point, database applications, and internet-based communication systems including Skype and Messenger.
13. Familiarity with Lutheranism, church structures, and church member motivations and sensitivities preferred.
14. Experience with and commitment to working in a diverse and multi-cultural environment.

Responsibilities

1. Lead the development of effective monitoring systems and procedures that identify LWR’s compliance with donor rules and regulations and LWR policies and procedures.
2. Develop, implement, and monitor effective tools, systems, policies and procedures that ensure consistent compliance with donor requirements and LWR policies and procedures.
3. Conduct monitoring trips, desk audits, and spot checks to determine LWR overseas office and partner compliance with applicable donor rules and regulations and LWR policies and procedures.
4. Assist LWR overseas offices in the development of Corrective Action Plans to document and address compliance deficiencies and risks. In coordination with IPD and IFU staff, monitor and support overseas offices’ progress against those plans.
5. Identify and document required compliance standards and help define key roles and responsibilities for compliance management across all overseas offices and HQ Departments.
6. Develop tracking systems for overseas and HQ offices to effectively document and monitor compliance issues and resolutions.
7. Develop and implement effective compliance monitoring and evaluation procedures for sub-recipients/partners.
8. Provide technical assistance to overseas offices and the New Business Development unit in the identification and mitigation of compliance risks associated with new and existing awards/projects.
9. Serve as a key resource to LWR program and finance staff on donor rules and requirements and related compliance matters.
10. Identify appropriate analytical techniques for identifying, preventing, and assessing compliance risks throughout the organization.
11. Create LWR’s Compliance Handbook - a user-friendly reference guide highlighting compliance rules and regulations of various donor agencies that support LWR projects.
12. Develop compliance management training curriculum focused on “best practice” and possibly new systems and procedures, and implement training activities for staff and partners. Develop separate “Training of Trainers” curriculum to expand outreach of compliance capacity building efforts.
13. As this position will require frequent overseas travel, ensure compliance with LWR’s safety and security procedures and protocols.
14. Engagement in ongoing professional development.
15. Be responsible and accountable for engaging US Lutherans effectively in the work of LWR and work to ensure that LWR’s work in marginalized communities is of the highest quality and integrity.
16. Other job related duties as assigned by supervisor.
