DIVISION/ PURPOSE

(International Programme Division)
Through capacity building and through technical and programme support, the International Programme Division keeps the organisation focused on the socio-economic and humanitarian needs of vulnerable people.

The division reinforces IR’s implementing structure to enable these people and their communities to develop themselves sustainably, and ensures that the organisation is prepared to respond promptly and effectively to humanitarian crises.

The division increases the organisation’s ability to tackle poverty by developing and fostering partnerships and institutional relationships effectively and proactively, and by ensuring transparent and timely reporting to the organisation’s donors.

DEPARTMENT / PURPOSE

The purpose of the Regional Department, besides preparing for and responding to humanitarian crises with relevant departments, is to guide, support and monitor the country programmes to ensure the continuous development of a global programme according to the International Strategy.

JOB PURPOSE

Provide technical support, advice, training and guidance to Development Programme Manager and ensure that program is implemented in line with the various program documentation and donor requirements

BUDGETARY RESPONSIBILITY: Matrix responsibility for Programme Budget

Position of International Programmes Division within IR

Structure of International Programmes Division

Key Objectives

•To manage project professionally paying specific attention to planning, designing of trainings and mentoring activities, developing manuals and relevant publications and advocacy materials.
•To ensure positive elements of traditional conflict resolution approaches and methods will be utilized and linked to new approaches in the Arab region and global peace building as well as integration of human right issues
•To address issues of gender, racial and ethnic conflict and facilitate the preparation of organizational and institutional enhancement activities
•To prepare trainings, document learning’s, case studies, partly obtained through active research and partly through the ongoing advisory service
•To coordinate meetings, document learning’s, prepare case studies, partly obtained through active research and partly through the ongoing advisory service
•To provide timely and high quality reports to management
•To ensure the utilisation of best practice for interventions
•To network with, and represent Islamic Relief to partners (government authorities, donors, INGOs, local NGOs, CBOs etc)
•To line manage related staff, develop work plan and provide them support, guidance, and mentoring.

KEY RESPONSIBILITIES:

•Identify and document existing conflict transformation approaches including ethnic conflict resolution and reconciliation and assess their applicability to the Yemen setting
•Update and inform IRY on alternative and effective Conflict Transformation practices
•Participate in the design and implementation as part of a Technical Advisory (TA) to IRY and its stakeholders and in particular in how it can promote transformative mechanisms in community peace building.
•Maintain close relations with NGOs, donor agencies, the private sector, civil society, and research institutes to promote and advocate for community peace building and human rights.
•Strengthen past and current impact networks and assist local organizations, including women and youth civil society organization, to establish networks with higher level organizations to mainstream social issues.
•Develop the capacity of IRY program staff, its partner institutions, organizations and networks (both at the local and national level) that actively promote social responsibility, civic engagement and community leadership positions.
•In consulation with the project implementation team, the specialist will improve staff competencies in the following areas:
1Design, deliver, and evaluate training and conflict transformation processes aimed at increasing peaceful Yemeni communities;
2Evaluate the impacts of the training in the lives of trainees and those within their circles of influence;
3.Build meaningful and strategic partnerships with trainees and their partners’ organizations to enable them to deliver interventions that will harness peaceful practices in the community;
4.Document learnings including local knowledge, values, practices and principles on community peacebuilding reinforced by the program inputs;
5.Research and analyze various factors that will ensure the effective realization of the objectives of current programs, and identify potentials in replication, spinning-off or development of similar programs in Conflict Transformation in Yemen

Person Specification

ESSENTIAL

Experience
•Experience of working with various International NGOs in developing countries.
•An in depth understanding of national and international development issues in particular in relation to conflict and peace building.
•Experience of developing proposals and reporting for a variety of donors
•Experience of developing links with INGOs, Government agencies, Institutional donors and other stakeholders
•Experience of and commitment to participatory management and maintaining a supportive, open environment to ensure the learning and development of all staff.
•Experience of managing and mentoring local staff.

•Good interpersonal skills including the ability to listen, sensitivity to other peoples’ views and perspectives, and conflict resolution.

Qualifications
•University degree in peace and conflict studies, social development studies, or other similar and relevant discipline
•Relevant experience in project development
