Consultant - Communications

Background:

For several months, a restructuring of the UNICEF Angola Communication Sector has been in the works, and now is an opportunity to effect some changes to the communication sector set-up through the PBR exercise scheduled for first half of February 2011. Any changes made by the PBR exercise will only take effect as of January 1, 2012. Therefore, in the interim, it is proposed that an international consultant be hired to cover main functions of the Chief, Communication until the beginning of 2012.

2. Justification

External Relations and Fundraising constitute a core, priority area for UNICEF Angola and it is necessary that the area has a chief in the interim period until decisions of the PBR exercise can be effected and the entire communication sector can be brought together under one chief.

The External Relations section currently comprises the chief, an NOB, a GS6 (shared with C4D) and an SSA, Fundraising until mid-June 2011.

The interim chief will ensure that external relations continues to re-position UNICEF as a knowledge broker for children and a reliable development partner; leverage resources and results through partnerships with media, traditional and new donors; and maintain good staff relations through day to day management of the section.

3. Tasks:
1. Supervise external relations staff and ensure staff time is effectively directed towards achievement of agreed results as per 2011 annual work plan
2. Manage SSAs and LTAs for design, photo and video and external relations in general
3. Draft texts in support of country office program, in collaboration with program chiefs (concept notes, human interest stories, speeches, media releases)
4. Organize field trips for media and donors
5. Participate in MTR exercise and further strategy development for communication sector integration
6. Support networking and fundraising efforts of the office

6. Required qualifications/expertise
Background in journalism, marketing, fundraising or related area. Broad familiarity with UNICEF’s MTSP areas and excellent writing skills in English. Previous country office experience with UNICEF would be considered an asset. A good working command of Portuguese is desirable, although fluency in another Latin language could be accepted in lieu of Portuguese. Eight years of experience working as a communication practitioner / manager at least two in a developing country.
