Job Summary

The Consultant (Enterprise Development) will work closely with the Head of Enterprise and Agriculture Section to appraise technical assistance requests from member states and determine the framework needed to facilitate interventions for micro, small and medium enterprises (MSMEs); manage a number of resulting projects; and advise governments and other divisions in the Commonwealth Secretariat on technical assistance interventions that can be used to enhance the growth and competitiveness of MSMEs.

Task Description

The Consultant will:

  • Develop and manage a project portfolio aimed at offering assistance to member countries on MSME development;
  • Assist the Section, where required, in delivering training and conducting consultations on the existing project portfolio;
  • Provide advice, where necessary, to other Secretariat divisions on cross-cutting issues pertaining to Gender and Youth; and
  • Monitor and evaluate the work on assignments in the field and provide a technical backstop to the work.

Person Specification

Education:

Essential: Master’s degree in commerce, development, economics or business administration.

Experience:

Essential: At least five years of experience working in the area of MSME development.

Desirable: Experience in independently managing programs/projects in the area of MSME development.

Competences:

Applicants should be able to demonstrate:

  • The ability to formulate strategy and to deliver policy advice projects aimed at promoting the development and competitiveness of MSMEs;
  • Expertise in designing, implementing and managing a range of projects effectively and independently;
  • Well developed training and consultative skills;
  • Experience in managing project activities, resources and expenditure;
  • Effective interpersonal skills, including good written and verbal communication skills and the ability to network effectively;
  • Familiarity with MS Word, Excel, Access, PowerPoint and use of e-mail and the Internet;
  • Meeting the core requirement of working effectively and sensitively in a multicultural environment.

Additional information

  • This position requires the Consultant to be based at the Commonwealth Secretariat headquarters in London and the willingness to travel internationally on work-related activities.
