Consultant, Facilitation of Strategic Planning

Background

The Life & Peace Institute (LPI) has developed a long-term partnership with a prominent Somali civil society organisation, Somali Peace Line (SPL). SPL is a not-for-profit national organization established in October 1995 with the aim of empowering Somali people through facilitation of attitude change and the development of knowledge and skills to solve problems through dialogue.

SPL has activities in South-Central Somalia, such as: supporting track II middle-out peace building initiatives; strengthening the role of youth organizations in peace building; community mobilization on child protection in emergency situations; conflict analysis; documentation, recording & referral of child rights violations; IDPs and host community mobilization on security-related protection & self reliance.

SPL wants to formulate a strategic plan 2011-2016 that provides direction and focus, and that will help align the various projects and activities with its mission, guiding principles and strategic priorities.

SPL, with the support of LPI, is seeking a qualified consultant to lead the process of formulating a strategic plan. The consultant will be the key player and is expected to produce a finalised Strategic Plan 2011-2016 for SPL.

A strategic plan 2011-2016, reflecting SPL’s mission, guiding principles and strategic priorities.

Process

The consultant will need to understand SPL in its own context. He/she will need to gain a historical background of the organisation as well as its present engagements and relate this to the context of South-Central Somalia.

This shall be done through both direct interaction with SPL’s staff and analysis of relevant documents including SPL’s mission and vision to ensure it is current with the organization’s changes and new challenges.

The consultant shall then design a workshop process, where in a few days and based on a solid understanding of both the organisation and the context, the Strategic Plan 2011-2016 will be developed in a participatory way.

The consultant will be responsible for the facilitation of the workshop, reporting and for drafting the Strategic Plan.

The language of communication for the assignment shall be English - translation into Somali language will be provided by the client, if needed. The consultant will produce the documents in both electronic and hard copy formats as Microsoft Word documents.

The successful consultant will have:
  • A minimum of a master’s degree in a relevant field and/or at least five years of professional experience in strategic planning and management;
  • Proven ability in designing, facilitating and leading strategic planning processes;
  • Good understanding of organizational issues;
  • Commitment to ensure the group will reach the desired outcomes;
  • Knowledge of the Somali context;
  • Knowledge of theories and practices of peacebuilding;
  • Excellent writing and presentation skills in English language;
  • Ability to travel to Nairobi (Kenya) and Hargeysa (Somali land).
