POSITION DESCRIPTION

POSITION TITLE: County Manager, Jonglei State,
Sudan

LOCATION: Jonglei State, Sudan

UNIT: Enterprise & Agriculture

REPORTS TO: Local Governance Advisor -
BRIDGE Program

PROGRAM SUMMARY:

The Sudan BRIDGE program is implementing a governance-strengthening program in Jonglei State to 1) develop Planning and Budgeting (PB) capacity and processes within select State and Local Government offices, and 2) develop human resource management capabilities within select State and Local Government offices. Outcomes of the program include approved county budgets that are reflective of community priorities and that are executable by State and Local Government, and a strengthened State Ministry of Labor, Public Service and Human Resource Development (MLPSHRD). Interventions will focus on mentoring and on-the-job training.

Position is contingent upon receipt of donor funding.

ORGANIZATIONAL RELATIONSHIPS

This position reports to the BRIDGE Local Governance Advisor and will work with the Jonglei State BRIDGE management team, the Governance Advisor, program staff, and other Winrock personnel as necessary.

POSITION SUMMARY

Under the supervision of the Local Governance Advisor, the County Manager will implement and manage BRIDGE County Planning and Budgeting (PB) and Human Resources (HR) activities for BRIDGE targeted county institutions/officials through mentoring and other capacity-building activities. This position is relationship-based and will require a great deal of creativity, self-motivation, and independence. Working with BRIDGE staff and State and Local Government officials, the incumbent will set functional goals for select county institutions/officials and develop a work plan to provide capacity building and mentorship toward those goals. The County Manager will be based in Jonglei State with travel as needed.

MAJOR RESPONSIBILITIES:

Establish constructive working relationships with State and Local Government officials and partner NGOs and programs, and identify key developmental goals that satisfy GOSS (state and county-level) and the BRIDGE program priorities.

* Plan, coordinate and facilitate workshops, trainings, and mentorship programs to strengthen planning and budgeting and HR processes.
* Provide mentorship and/or technical advice to relevant units of the county legislative and executive councils to successfully complete all anticipated planning and budgeting exercises and implement approved budget and plans. This task includes drafting and/or implementing designed mentoring plans and identifying required resources to improve LG ability to deliver services.
* Assists the Local Governance Advisor in the implementation of annual work plans for an effective the roll-out of quarterly plans, tracking program results (including providing feedback for eventual program readjustments).

OTHER RESPONSIBILITIES:

Complete any other tasks as assigned.

QUALIFICATIONS AND BACKGROUND:

Education: Masters Degree required, preferably in as political science, international relations, law, or public administration related field.

Work Experience: Minimum 10 years experience required in implementing, managing and monitoring decentralization and LG capacity building projects, including technical and administrative experience managing and overseeing USAID-funded Democracy and Governance development projects. Must demonstrate the ability to work within and understand intricate government structures and to successfully administer programs under complex situations. Technical and administrative experience in Africa, preferably in post-conflict countries, is highly desired.

Skills: Excellent management, communication, and organization skills are essential. Ability to work collaboratively in teams, build consensus, and effectively coordinate with external actors in a multi-cultural setting is highly desired. Basic computer skills (word-processing, spreadsheets, and databases) are required.

Other: The ability to supervise staff and coordinate with partners from a broad range of backgrounds and experiences.
