Background.
Workforce Development Authority (WDA) is a Public Institution established by the Government of Rwanda in order to provide a strategic response to skills problem across all
sectors of its economy. WDA’s mandate is to promote, facilitate, and guide the development and upgrading of skills and competencies of the national workforce in order to enhance
competitiveness and employability. And this will be achieved through strong and dynamique TVET system.

It is with this background that WDA is looking to hiring international experts to support the implementation of its mandate and first track the reform of TVET delivery in Rwanda.
Therefore, following positions are advirtised:

JOB TITLE: 1. Curriculum Development Specialist (1)

A. Background
The Workforce Development Authority (WDA) is looking for a qualified curriculum development expert to support the curriculum development process as a Long Term Expert
(STE). The Government of Rwanda has identified 8 priority career clusters (Hospitality &
Tourism, Building Servicing, Agriculture & Food Processing, Technical Servicing [this may
include Manufacturing], ICT, Arts & Crafts, Water Resource Management, Clean and
Sustainable Energy) that will require relevant vocational education and technical training
courses. It is envisioned that a long Term international expert will provide support to
manage curricula development processes in each career cluster using DACUM (Job
analysis) and SCID, covering the 4-phases: (i) Research & Analysis; (ii) Design &
Experimentation; (iii) Validation & Development; (iv) Implementation & Evaluation.

B. The goals of this assignment are to :
1. To develop and establish a framework for competency based curriculum development for the Rwandan TVET system
2. To develop new, modern competency based training curricula, in priority sectors
and fully guide its experimentation and subsequent validation, development,
implementation and evaluation;
3. To Introduce new curricula to TVET institutions including teacher guides and
assessment tools;
4. To provide recommendation for lists of instructional materials, learning resources
and media-based instructional technologies;
5. To provide recommendation for the procurement of training equipment, tools and
instructional materials, learning resources, media-based instructional technologies;
6. To design training courses for TVET instructors and administrators based on
findings from the training needs assessment including course structures and
modules on the delivery of CBT.
7. To advice on requisite procedures and strategies for assessment of effective
instruction for the planned CBT training in TVET institutions

C. Purpose of the Assignment:
The purpose of this assignment is to realize the development of curricula using a
competency based approach. In carrying out these tasks the Expert will work with staff of
the WDA curriculum development unit.This opportunity will be used too as an on-the-job
training period for Rwandese curriculum developers and managers in curriculum
development practices of the curriculum development team members.
The members of the CD unit shall be intensively coached by the long-term expert in order to have a complete overview on the outputs to be produced.

D .Tasks
-Curriculum work completed and submitted for consultation and approval
=-Draft recommendations on:
- Initial and in-service teacher training requirements;
- A list of instructional materials, learning resources, media-based instructional
technologies and training equipment and tools based on the new curriculum
programs;
- A list of instructional material based on IT and web based instructional resources;
- Planning and management implementation process including monitoring;
- Related teachers’ training (pre-service and in service training programs);
- Preparation of institutions to provide instructor training;
- Preparation and implementation of Train-the -Trainer component (ToT);
- Further upgrades and improvements;
- Ways and mechanisms to reinforce public private partnership, participation of the
industries and private sectors to the training.
- Submit recommendations for discussion and public consultation


E. Expected outcomes for each CD Team
The expected outcomes for the work assignment of the Long Term expert are:
- Program of study
- Material and pedagogical organization guide
- Teaching and learning guide (teachers guides and materials that will support
learning)
- Procedures and strategies for assessment of effective instruction
- Course structures including (modules descriptions, learning outcomes instructional
methodology,
- Bibliography (recommended list of learning material )
- Model of lesson plan
- Model of learning activities
The LTE assisted by the CD unit will provide recommendations on:
- teaching strategies based on competency approach pedagogy and socioconstructivism
theory
- initial and in-service teacher training requirements;
- a list of instructional materials, learning resources, media-based instructional
technologies and training equipment and tools based on the new curriculum
programs;
- a list of instructional material based on IT and web based instructional resources;
- planning and management implementation process including monitoring;
- related teachers’ training (pre-service and in service training programs);
- preparation of institutions to provide instructor training;
- preparation and implementation of Train-the-Trainer component (ToT);
- further upgrade and improvement;
- Ways and mechanisms to reinforce public private partnership, participation of the
industries and private sectors to the training.

F. Job Profile: Qualifications or Specialized Knowledge /Experience Required

Qualifications
- A technical/technological/scientific Diploma/Degree, or Certificate or Diploma in
education (technical and vocational), and continuing professional development in
the field of technical education
Experience:
- At least 5 years of experience working within TVET curriculum development
units/projects in a range of developing and developed countries.
- Extensive experience in curriculum development, including in development of
syllabus for the relevant subjects based on competency based approach
- Extensive experience in TVET curriculum reform in the context of developing
countries
- Experience in leading TVET curriculum projects in developing countries
- Experience in harnessing and working with curriculum development teams
including representatives from employers.
- Experience in adapting and contextualizing existing TVET curricula
- Experience in devising TVET curricula for use in a variety of learning situations and
modes of delivery, including the use of ITC
- Experience in developing competency-based approaches to TVET curriculum
development and teaching materials.
- Experience from multicultural and multi-stakeholder environment
Competencies
- Proven leadership abilities as well as ability to supervise others.
- Excellent communication skills and an ability to interact at all levels with key
stakeholders.
- Fluency in English
