Background.
Workforce Development Authority (WDA) is a Public Institution established by the
Government of Rwanda in order to provide a strategic response to skills problem across all
sectors of its economy. WDA’s mandate is to promote, facilitate, and guide the development
and upgrading of skills and competencies of the national workforce in order to enhance
competitiveness and employability. And this will be achieved through strong and
dynamique TVET system.

It is with this background that WDA is looking to hiring international experts to support
the implementation of its mandate and first track the reform of TVET delivery in Rwanda.
Therefore, following positions are advirtised:

JOB TITLE 2. Quality Assurance (QA) specialist (1)

Tasks
 Determine, administer and report on the criteria for quality assurance processes
associated with qualifications
 Support WDA in facilitating consultation workshops on quality assurance and criteria
for quality assurance processes
 Review providers on QA arrangements for qualifications within their areas of
responsibility
 Work with the Quality assurance unit to establish procedures for the validation,
certification and registration of qualifications (and related units of competency) that
are awarded in Rwanda
 Coordinate the training for providers, qualifications’ developers and teachers and
trainers (assessors and internal verifiers) and external verifiers in the quality assurance
procedures that apply to the Rwanda TVET Qualification Framework.
Qualifications and Experience
 A degree, preferably including studies in quality management, quality assurance
and/or organisation and management systems
 Extensive knowledge and analytical skills related to organisational and management
reform
 Experience in developing approaches to improved quality assurance processes in
public sector organisations, including standards setting and monitoring
 Demonstrated experience in coordination of monitoring activities, alongside technical
support for broader sector performance monitoring activities, associated with quality
assurance systems
 Demonstrated ability to establish and maintain effective working relationships with
all stakeholders concerned with quality assurance systems
 Experience in working with a qualifications authority or a qualifications awarding
body will be considered an advantage
