Director, Finance and Operations

We seek qualified candidates for the position of Director, Finance and Operations based in Kigali, Rwanda.

Position Responsibilities:

The Director, Finance and Operations performs at a leadership level responsible for direction of the Country Office’s Finance and Operations units, which include the functions of finance and accounting, contracts and grants (C&G), human resources (HR), information and communication technology (ICT), procurement, general administration, and travel and logistics. Responsibilities include: Development, management, implementation and evaluation of appropriate Finance and Operations systems, locally-tailored policies, services, staff and budgets to meet requirements; Ensure that all projects, staff and implementing partners (especially recipients of subawards) adhere to financial, legal, auditing, and contractual compliance policies and procedures, rules and regulations, and high standards of transparency and accountability; Responsible for quality operational support to FHI’s projects and overall program according to FHI standards, in respect of donor rules and regulations, and in accordance with Government of Rwanda labor laws and other regulations pertaining to INGOs; Lead and/or participates in the costing component of project design, financial capacity assessments of implementing partners, capacity building efforts of staff and partners alike, and in project start up or close-out activities, as needed; Development and evaluation of departmental goals and/or objectives as it relates to organization’s strategic plan and priorities; Perform other related duties as assigned by supervisor.

Minimum Requirements:

BA in Business Administration, Finance or related field and 9-11 years relevant experience in large international projects/organizations in developing countries (including 3-5 years of supervisory experience and overseas field experience); OR MS/MA in Business Administration, Finance or related field and 7-9 years relevant experience in large international projects/organizations in developing countries (including 3-5 years of supervisory experience and overseas field experience); OR PhD in Business Administration, Finance or related field and 5-7 years relevant experience in large international projects/organizations in developing countries (including 3-5 years of supervisory experience and overseas field experience). Excellent interpersonal and communication skills in English; proficiency in French also preferred.
