End of Project Documentation - Responding to AIDS among the Youth (RAY)

Terms of Reference

1. Background
Responding to AIDS among the Youth (RAY) project commenced in October 2004 and ends on 31st March 2011. Its overall aim is to reduce the impact of HIV & AIDS among young people in Kenya through behaviour change, reducing the level of HIV infection among young people, enhancing access to youth friendly services including HCT, treatment for opportunistic infections and STIs and access to treatment for HIV care and support. The project targets youth in and out of school, MARPs involved in transport, agriculture, workplace and those living in slum areas.

The project is implemented in three priority sites namely: Mlolongo, Ongata-Rongai (Kware) and Thika. Within the priority sites RAY have satellite areas of interventions where the services are required by young people and vulnerable groups. Most of the mobile VCTs and outreaches are takes place in these satellite areas
The project is implemented through a network model of five partners based on organizational strength and expertise. These include National Organization of Peer Educators (NOPE) which specializes in behaviour change communication processes for youth through youth to youth approaches including peer education; Maendeleo ya Wanawake Organisation (MYWO) whose major focus is in involving parents in facilitating behaviour change for youth through offering support to the youth in HIV prevention; Kenya Medical Association (KMA) with expertise in treatment including management of ART as well as treatment literacy and strengthening referral for access to health care services for youth;; Community Capacity Building Initiative (CCBI) whose major responsibility is mapping and data management to inform the project as well as the development of a management information system that guides the project implementation and provision of skills to the youth in data management and promotion of leadership skills among the youth aimed at strengthening the capacity of local groups; and Kibera Community Self-Help Programme (KICOSHEP) which address HCT service delivery and prevention with positives among the youth.

Project Objectives

The project has three main objectives and two cross-cutting one. These include:
1. Promotion of behaviour change among the youth
2. Accelerating other prevention, care and support including the positives
3. Increasing access to Counselling and testing

The cross cutting objectives are: -
4. Improving networking among the youth for information exchange and dissemination of lessons learnt
5. Strengthening project sustainability

The project focuses on three PEPFAR program areas which include ABY, OP and HTC. The table below provides interventions per program area.

2. The End of Project Documentation
2.1. Consultancy Objectives
• To document the implementation process and achievements of the project.
• To document lessons learnt and best practices in terms of intervention selection and project implementation.
• To disseminate lessons learnt and good practice

2.2 Statement of Work
The Consultant will prepare a work plan that will operationalize and direct the consultancy. The work plan will describe how the documentation is to be carried out, bringing refinements, specificities, and elaborating generally on these terms of reference. The work plan will contain information including, but not limited to: expectations of the consultancy, work schedule, documentation methodology, roles and responsibilities.

2.3 Documentation Timelines
The end of project evaluation is planned for 15th February to 31st March 2011

2.4 Deliverables
The main expected output includes
• Comprehensive end of project documentation report
• Lessons learned and good practice booklet

The end of project documentation report should include relevant annexes with detailed data and presented in soft copy (CD format) and two (bound) hard copies.

2.5 Knowledge Skills and qualification:
The applicants for the above assignment MUST possess the following qualifications:
• PHD in relevant disciplines or a minimum of Master’s degree in public health, project management
• Minimum of 10 years’ experience carrying out project documentation
• In-depth understanding of PEPFAR programming will be an added advantage
