Under the overall supervision of the Chief, Business Solutions, the Finance Functional Specialist will play a leading role in implementing the finance components for the ERP solution. S/he will contribute to the process of final scope definition and detailed design for blueprinting UNRWA’s financial processes, functions, rules, regulations and operations covering general ledger and financial closing, donor contribution, budgeting and forecasting, business financial and operational analysis and reporting, fixed assets, accounts payable and receivable, treasury and cash management.

The incumbent will ensure that the defined scope and design for blueprinting are incorporated into the Agency’s requirements to be a part of a new resource management system. The incumbent will work closely with UNRWA’s Finance Department, selected vendors (for quality review, detailed design blueprint, etc.) and other key stakeholders to achieve the objectives set.

Primary Duties and Responsibilities
• Comprehend and assess the current finance functional processes and practices;
• Prepare the transitions from “As is” into “To be” International Public Sector Accounting Standards (IPSAS) compliant model for key processes through:
a) Provision of expert advice and recommendations on the functionality within the scope and filling the identified requirement gaps;
b) Analysis of current business processes, the offering of solutions to modify them to fit into the new “To be” model, and provision of the subject matter expertise for process improvement in the area of financial management, financial accounting and best practices;
c) Validation of developed key “To be” design requirements;
d) Validation of participants, agenda items, documents, presentations, formulation of discussion structure that engenders ideas, stimulates debates, achieves agreements on the “To be” design;
e) Contribution to the preparation of new financial regulations and instructions.
• Facilitates the evaluation of vendors finance solution proposals to ensure proper development of the selected ERP solution in line with Request for Proposal (RFP);
• Ensures complete implementation—from blueprinting to go live phase—in the finance area, applying proper implementation methodology in the fields through:

a) Participation in the implementation of work plan development in consultation with the Finance Department, ERP vendor, system integrator and other stakeholders;
b) Intervention in resolving functionality and process issues between ERP team, vendors and Finance team by way of proposing alternatives;
• Liaise with ICT assessment working group to review and consolidate ICT workshop recommendations into the final scope;
• Liaise with the Programme Management Office (PMO) working group in regard to programme management matters;
• Coordinate with Finance team to integrate new processes into the Agency’s ERP system;

Professional Knowledge and Experience
• Advanced university degree in business administration, finance, economics, accounting or a related field or a university degree in business administration, finance, economics, accounting with professional qualification in accounting and finance such as CPA, ACA, CMA, CFA;
• A university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree or professional qualification;
• A minimum of eight years of progressively responsible experience of which four years should have been in a senior supervisory position, in a large international, governmental or commercial organization in areas of financial management, including successful engagements in strategic planning, budget preparation, financial budget execution, accounting, cash management, project management and exposure in risk and treasury management;
• Experience in the following areas:
a) ERP pre-/post-implementation full cycle preparation;
b) Implementation of methodologies of major ERP vendors;
c) Accounting operations, financial accounting and reporting, implementation of a major ERP software or comparable financial management system, business processes re-engineering in the field of finance, business administration and management;
d) RFP processes and ERP implementation plans;
e) Business blueprinting, end user acceptance testing, performance testing, go live preparation, end user functional training and post go live activities;
• Experience with major ERP vendors such as Oracle, SAP, People Soft, or others;
• Experience in project/programme management including global initiatives (PMP, Prince 2);
• Excellent command of written and spoken English.

Desirable Qualifications
• Experience in facilitating work groups and achieving agreement;
• Knowledge of UN and UNRWA regulations, rules and directives, and of the sources from which they are compiled;
• Working knowledge of written and spoken Arabic.

Equivalency
When the minimum requirements are not fully met, the Human Resources Department may substitute part of the unmet requirements under UNRWA’s equivalency determination guidelines with a combination of relevant academic qualification, additional professional training and/or progressive relevant work experience. Note: Work experience alone or formal qualifications with no relevant work experience are not considered sufficient for an equivalency determination.

Additional Information
The incumbent will be required to travel in the Agency’s area of operations.

Conditions of Service
UNRWA offers an attractive compensation package including annual salary starting at $72,373 net tax free with dependants or $67,395 single, plus post adjustment of 38.7%. Other benefits, subject to eligibility, include education grant, dependency allowance, home leave, pension fund, health insurance and 6 weeks annual leave. All UNRWA duty stations (with the exception of Gaza) are family duty stations. Initial contract is for one year, with the possibility of further extensions subject to the availability of funds and the continuing need for the post.
