Financial Manager for IPA/ENPI Funds

(Ref: SEE JTS – FM- IPA/ENPI) - 2 positions (FM3)

About the SEE JTS

The Joint Technical Secretariat (JTS) is responsible for the day -to-day management of the South East Europe Territorial Cooperation Programme and supplies potential applicants with information, provides advice during the application process and accompanies the applicants until the project is finished. The JTS gives support to the Monitoring Committee, the Managing Authority and the Certifying Authority. For further information on SEE programme please visit www.southeast-europe.net.


Job Description

From 2011 on, upon the integration of external funds (IPA and ENPI) into the SEE programme the financial management of the above mentioned funds will be the task of the Joint Technical Secretariat (For more information, please check the Operational Programme).

During 2011, the two FM3s for IPA / ENPI funds will deal with specific tasks for preparing the programme/project environment to be ready for implementation of the integrated IPA funds, as well as ENPI grant implementation. From 2012 on the FM3 will work full time with IPA / ENPI project level financial issues including verification of IPA / ENPI parts of the financial reports of the SEE projects; advising IPA / ENPI project partners on reporting and budgetary issues; participating and contributing to lead partner seminars concerning financial matters especially related to IPA / ENPI funding; reporting on financial progress of the projects to programme actors.


Tasks of the FM3 for IPA/ENPI funds

  • to prepare the system for financial management and implementation of IPA funds, as well as ENPI grant implementation;
  • to assist in preparation of documents at programme level;
  • to contribute to the maintenance of the manuals and guidelines related to project implementation and finances -IPA / ENPI aspects;
  • to ensure close contact and flow of information with first level controllers in IPA countries, as well as with external auditors related to ENPI project part;
  • to provide support and advice to lead applicants/ lead partners/ IPA / ENPI applicants/ IPA / ENPI project partners concerning eligibility of IPA / ENPI expenditure and financial reporting;
  • to review declarations on validation of expenditures for IPA / ENPI partners;
  • to contribute to the preparation and amendment of ENPI grant contracts;
  • to review partnership agreements;
  • to advise lead partners / IPA / ENPI project partners if reallocations of project budget become necessary; or any other financial problem of the project requires solution;
  • to support the Project Development and Management Unit in the project selection and contracting phase as needed;
  • to input appropriate project financial data into the programme monitoring system;
  • to participate in monitoring visits at project level as it is necessary;
  • to participate and contribute to lead applicant / lead partner seminars concerning IPA / ENPI financial matters;
  • to contribute to other programme level events, as it is necessary;
  • to contribute to preparation of decisions of the Monitoring Committee regarding to project budget re-allocations and to any other major changes in financial issues at project level;
  • to prepare financial progress reports of the projects to the Monitoring Committee and specifically to the national authorities from the IPA and ENPI Partner States.


Profile

Employment criteria:

  • be nationals of one of IPA / ENPI countries within the programming area (Albania, Bosnia and Herzegovina, Croatia, Former Yugoslav Republic of Macedonia (FYROM), Montenegro, Serbia; Moldova, Ukraine);
  • Relevant university degree (public administration, economics, business administration, or other);
  • at least 3 years of experience in day-to-day financial management or in control or audit;
  • proven experience with the application and interpretation of EU external procurement procedures in non-EU Member States (good knowledge and experience in PRaG);
  • fluent in spoken and written English and in one language of the SEE programme area;
  • very good computer skills: MS Office including Word, Excel, PowerPoint, and Internet.

Key selection criteria:

  • Relevant experience in the financial management of IPA/ENPI/CARDS/TACIS financed projects;

Assets:

  • experience in development of administrative procedures related to financial management, or control or audit;
  • experience in using data bases or monitoring and information systems;
  • working experience in European Agency for Reconstruction/ EU delegation/ IPA / ENPI national authorities in charge of EU funds ;
  • very good communication skills, creative and problem-solving oriented;
  • very good computer skills;
  • a good team worker.


Terms of employment

The position will be based on a working contract under Hungarian law between the individual and VÁTI Hungarian Nonprofit Limited Liability Company for Regional Development and Town Planning hosting the Joint Technical Secretariat of the South East Europe Transnational Cooperation Programme. The contract is foreseen until the end of the programme period.


Location

The post will be based at the Joint Technical Secretariat’s premises in Budapest, Hungary.
