Food Security Programme Manager

Job Objectives:

Objective 1: Programme Implementation
• Define programme implementation modalities (targeting criteria, mobilisation modalities, local partnerships, seasonal timing of inputs and support, participant training curricula, monitoring systems, staff schedules, cash projections, etc.).
• Ensure quality and integrity of implementation, including adherence to ACF technical guidelines, administrative systems, and established deadlines.
• Identify and respond to related staff capacity building priorities.
• Develop regular project monitoring that includes participatory methods, programme progress, effectiveness of ACF facilitation, progress toward achieving targets, ability to measure stated indicators, programme adherence to methodology, budget expenditure, etc.
• Develop and maintain programme monitoring and reporting systems. Support internal evaluation of previously completed FSL programmes in Uganda and incorporate lessons learned into existing work.
• Contribute to ACF contingency planning for possible FSL emergency response if required.
• Prepare internal and external reports for ACF and donors, including expenditure plans and sitreps.
Objective 2: Team management and capacity building
• Oversee the establishment and strengthening of FSL team and its food security, livelihoods, programming, in broader coordination with the ACF nutrition and WASH teams.
• Facilitate staff recruitment and ongoing capacity building; identify staff and stakeholder training needs; conduct regular performance evaluations.
Objective 3: Programme development
• Increase programmatic integration with ACF nutrition and WASH (water, sanitation, hygiene) departments, based on analysis of the underlying causes of malnutrition, poor WASH practices, and their relation with FSL.
• Contribute to developing concept papers and proposals for prospective donors.
• Participate in updates of the ACF Uganda food security and livelihoods strategy, in addition to the larger country strategy to which it contributes.
Objective 4: Ensuring internal and external coordination
• Evaluate the relevance and appropriateness of current and future programming in relation to food security, livelihoods in the Karamoja context.
• Nurture the nascent partnership established with district production offices and agricultural programmes.
• Increase departmental integration with nutrition and WASH through combined assessment, design, and implementation (including geographic, household, and individual targeting utilising integrated indicators).
• Support other FSL programming in Karamoja as necessary.
Objective 5: Analyze food security and livelihood situation in Karamoja
• Conduct ongoing analysis of the food security and livelihoods situation in Karamoja (in addition to the broader social, political, and security context).
• Contribute towards developing and maintaining an integrated surveillance system for all ACF Uganda programme areas.
• Facilitate ongoing ACF analysis of programme participant vulnerability and priorities as they relate to livelihood and wealth groups at different times of year and related seasonal shocks.
• Determine how to support households to realise their FSL priorities through appropriate targeting, mobilisation, training, and facilitation.
• Analyze and follow up essential food and non food commodities
• Identify opportunities for deeper assessment, applied research, or publication related to ongoing programmes.
Objective 6: Representation of ACF FSL in different food security and livelihood forums at Karamoja level
• Act as a link between different FSL actors in Karamoja through coordination, representation, and information sharing.
• Ensure ongoing dialogue with local government authorities, NGOs, and UN agencies.
• Actively participate in district level Food Security and Agricultural Livelihood cluster meetings and other relevant humanitarian coordination forums.
• Ensure that relevant stakeholders in Karamoja have a clear understanding of ACF charter, background, programme objectives, and activities in the field.
Qualifications:

Education and Desired Skill Profile:
1. Degree preferably in agriculture, rural development, economics, any applied social or natural sciences.
2. Meaningful work experience in food security, livelihoods, disaster risk reduction (especially drought), assessments, gender analysis, and M&E, including previous experience at similar level of managerial responsibility
3. Experience in Sub-Saharan African context, preferably semiarid agropastoral environments
4. Working knowledge of donor guidelines and procedures (proposals, reports, logical frameworks)
5. Good written and spoken English
6. Excellent computer skills (MS- office and spread sheets, Analytical software are assets)
7. Project cycle management
8. Qualitative and quantitative data analysis
9. Analytical report writing
10. Participatory fieldwork methodologies
11. Experience in training and organisational capacity building
12. Representation and networking
13. Organization and time management
14. Human resource management
15. Ability to function effectively within a multicultural team and international organisation
16. Ability to live in small towns with acceptable facilities
17. Ability to establish priorities, respect deadlines, and work both collaboratively and independently
18. Patience, leadership, facilitation, diplomacy, creativity, vision, tact and sense of humour is an asset
Humanitarian field experience requested: YES, however other development experience in the developing world can be taken
