Southern Sudan is emerging from over two decades of brutal civil war, a conflict rooted in disputes over religion, ethnicity, resources, governance and self-determination. The 2005 Comprehensive Peace Agreement ushered in an era of post-conflict development efforts which will take on new dimensions following the January 2011 referendum on secession. The security situation remains fragile and testing operational challenges abound.

SCOPE OF WORK:

IRC Southern Sudan requires an experienced rural development specialist to lead a agricultural livelihoods program in Southern Sudan as well as develop the rural enterprise strategy to rejuvenate rural livelihoods in a sustainable manner.

This position is based in Torit, Eastern Equatoria State and reports to the Deputy Director of Programs.

RESPONSIBILITIES:

The Livlihoods Coordinator will be part of pogram unit under the supervison of the Deputy Director of Progams

Program Development and Management
- Manage implementation of the SIDA funded Agricultural Livelihoods program in Eastern Equatoria State of Southern Sudan.
- Work with farmer organizations along key value chains to develop interventions that strengthen the value chain and increase incomes
- Develop linkages between producer groups and other market actors (wholesalers, processors, etc.) for their mutual benefit.
- Devise sustainable methods and procedures for obtaining required agricultural and market data and understanding and interpreting that data.
- Work with community groups to implement Village Savings and Loan Associations to increase access to credit in rural communities.
- Assess local markets and work with local authorities and community leaders to make improvements to economic infrastructure that results in increased economic activity.
- Identify and pursue funding opportunities for programmatic expansion in this sector.
- Produce technical and non-technical written reports for monitoring and dissemination purposes.

REQUIREMENTS

Education
- Masters degree in economics or related field
- Knowledge of various sampling techniques that may be used to conduct different types of surveys;

Experience
- At least five years experience in working as an agricultural economist or lilivhoods development specialist in a developing or post-conflict/post-crisis country.
- Expericne with the value chain approach and/or savings-led finainical services.
- Demonstrated project cycle management skills.
- Proven track record of managing and developing the potential of personnel
Skills and Abilities
- Strong management, project planning and implementation skills.
- Ability to manage stress; work in large and multicultural teams.
- Able to communicate effectively (written and verbal) in English.
- Able to function comfortably in a complex environment, working and priotitizing multiple tasks.
- Good time management and interpersonal skills.
- Excellent organizational skills and ability to determine priorities and meet multiple deadlines;
- Detail-oriented with good multi-tasking abilities and communication skills, both oral and written;
- Comfortable making decisions.
- Able to work well both within a team and independently, in a challenging and fast-moving multicultural environment.

SECURITY and HOUSING:

Security: The security level is yellow. Major concerns are common criminality, presence of armed troops, tribal violence.

Housing: The position is based in Torit. Lodging is a private bedroom in a shared guest house – with electricity, internet and cable TV. Food is the individual’s responsibility.
