Background:

Equal Access is seeking a Monitoring and Evaluation Specialist for a USAID-funded Media Sector Development Program in Mozambique. The goal of the program is to support the professionalization and empowerment of independent media in Mozambique, with a dual focus on journalists and media outlets in Maputo, as well as community radio stations across the country. The expected outcomes are: Increased Professional Capacity of the Mozambican Media Sector; Improved Journalism Education at the School of Communications and Arts at EMU; Improved quality and sustainability of Community Radio Station programming and operations; and Support for Legal Enabling Environment for Media.
The Monitoring and Evaluation Specialist will be based in Maputo, and provide strategic technical guidance and leadership for the monitoring and evaluation of Equal Access’ program
Please note, this position is contingent on funding and final contract award by USAID.

Principal Duties and Responsibilities:

Develop project performance monitoring plan and Results-based Management framework (including Logical Framework Analysis, or LFA, based indicators); ensure adherence to plan during project implementation.

Develop monitoring and evaluation tools and systems that effectively track project deliverables and progress.

Create evaluation frameworks including specific methodologies to conduct project evaluations.

Conduct or oversee baseline, mid-line and end-line projects surveys and gather data into a reportable format.

Devise quantitative and qualitative indicators, benchmarks and data sources for program deliverables.

Organize M&E site visits to ascertain status of project achievements and undertake interviews and discussions with program staff and stakeholders.

Record data and prepare reports following each program monitoring visit.

Provide M&E consultation to program beneficiaries, as deemed necessary and appropriate to training objectives.

Work closely with key technical and program staff to ensure that all activities and outputs are linked to objectives and intermediate results in PMP and Results-based Management framework.

Provide program team leadership and coordination to ensure that all staff are tracking and collecting outputs, outcomes, etc. relevant to their work for inclusion to M&E reports.

Provide pertinent monitoring and evaluation data to the Chief of Party and other relevant program staff to strategically inform decisions on project implementation.

Document best practices and success stories and prepare documentation for public relations purposes.

Assist Chief of Party with preparation of high quality quarterly and annual reports to USAID that highlight project achievements and milestones.

Qualifications:

A minimum of 5-7 years experience in monitoring and evaluation of large internationally funded democracy and governance programs, preferably media development programs; experience with monitoring and evaluation of USAID funded projects highly desirable.
Experience creating Results-based Management frameworks and LFA indicators.
Proficiency in evaluation design and development of indicators relevant to democracy and governance programs, particularly in area of media development.
Good working knowledge of statistics and ability to obtain, analyze and interpret data and present findings in written and oral form.
Experience in quantitative and qualitative data collection/survey design, implementation and analysis.
Competent in qualitative methodologies and participatory assessments.
M&E training and coaching experience highly desirable.
Experience using statistical programs such as SPSS.
Excellent oral and written communication skills.
Portuguese and English language skills required.
Relevant university degree in social sciences field with specific focus on monitoring and evaluation and research studies required.
Experience living and working in region/developing world; experience in Sub-Saharan Africa preferred.
Ability and willingness to travel to remote regions of Mozambique, as required in program implementation.
Sensitivity to cross-cultural dynamics in the work place.
