Media/Journalism Specialist Consultants

Equal Access is an international not for profit organization (501c3), headquartered in San Francisco with country offices and large-scale programs in Afghanistan, Cambodia, Chad, Niger, Nepal, and Yemen and project activities in India, Laos and Pakistan. A communications for social change organization which combines the power of media with grassroots community mobilization, Equal Access (EA) creates customized communications strategies and outreach solutions that address the most critical challenges affecting people in the developing world in the areas of women’s empowerment, health, democracy & governance, human rights, and youth life skills. Equal Access produces 600 hours of audio and video content in more than a dozen languages annually, reaching a potential listening audience of more than 100 million people worldwide. Every media program we design is produced locally, with the support of local NGOs, technical experts, community leaders, and beneficiaries themselves. The Equal Access model has been adopted as a non-formal education tool by Ministries of Education and empowers millions with education and training to participate as engaged citizens. Background:

Equal Access is seeking a variety of media and journalism specialist consultants for a USAID-funded Media Sector Development Program in Mozambique. The goal of the program is to support the professionalization and empowerment of independent media in Mozambique, with a dual focus on journalists and media outlets in Maputo, as well as community radio stations across the country. The expected outcomes are: Increased Professional Capacity of the Mozambican Media Sector; Improved Journalism Education at the School of Communications and Arts at EMU; Improved quality and sustainability of Community Radio Station programming and operations; and Support for Legal Enabling Environment for Media.

Equal Access is looking for short- (discrete assignments) and long-term (on-going at periodic intervals) consultants with expertise and at least 5 years experience in any of the following areas listed below.

Please note, these consultant positions are contingent on funding and final contract award by USAID.

University-level Journalism Training:

Design and development of university curriculum.
Expertise in educational materials development.
Development/implementation of capacity building plans (for department heads/instructors) to facilitate implementation of new curricula; ability to develop guidelines for assessing competencies gained in new curriculum.

University journalism teaching and advising, preferably in Sub-Saharan Africa

Professional Development in Journalism:

Design and development of innovative curricular materials for journalist training workshops (e.g., visual training aids with multimedia and distant learning technologies).

Training-of-Trainers (TOTs): Experience training and mentoring local trainers to lead workshops and activities.

Specialists and trainers/coaches with demonstrated experience in any of the following areas:

- Investigative reporting/ story development;
- Print/TV/radio reporting;
- Digital/audio/visual editing;
- Creation, application and development of “new media” and web-based approaches to newsgathering and dissemination: online, mobile phones, SMS, blogging, twitter, crowd-sourcing/crowd feeding, citizen journalism, etc.
- Development communications (HIV/AIDS, health, human rights ,human trafficking, environmental issues, gender issues (e.g., gender-based violence), food security, etc.).

Institutional Development:

Provision of capacity building in the areas of business management, operations and financial management, and financial sustainability; experience with formal trainings and on-site mentoring/coaching.

Community Media:

Development and strengthening of community radio outlets and journalists in Mozambique and/or other developing countries in Sub-Saharan Africa and Asia.
Media Policy and Advocacy:
In-depth knowledge of Mozambique’s media sector, the current challenges facing its legal and policy landscape, and what is currently being done, or needs to be done, to facilitate a supportive environment for independent media and access to information.

Media advocacy and lobbying experience with Mozambican authorities with demonstrated results and relationships.

Web Site Development:

Development of multi-media web sites with capacity for interactive exchange (e.g., blogging).

Qualifications:

Demonstrated experience and success in any of the relevant areas outlined above; minimum 5 years experience in relevant area of expertise.
University degree in relevant area preferred.
Portuguese and English skills required.
Experience with USAID-funded projects desirable.
Team player with strong interpersonal skills and ability to work/coordinate effectively among a variety of project stakeholders.
Extensive experience working in challenging, fast paced and limited resource environment.
