Planning and Reporting Coordinator, Mexico

Project/Proposal Summary:
The USAID/Mexico-funded program entitled "Mexico Rule of Law III: Justice and Security Program" arises from a Merida Initiative objective to prevent and eradicate organized crime. The Program efforts will seek to strengthen public transparency, accountability, and oversight, thereby reducing the transnational threats of trafficking of arms, humans, drugs and money laundering that affect both Mexico and the United States. The Program will also support Mexican implementation of criminal justice reforms, professionalization of law enforcement officials, and bring Mexico in line with the global anti-corruption standards set forth in the U.N. Convention against Corruption and the Inter-American Convention against Corruption. The program will further reduce human rights abuses through policy reforms, specialized training, technical assistance, public outreach, and practice.

Position Summary:
Under the general supervision of the Senior Monitoring & Evaluation (M&E) Manager, the Coordinator will be responsible for assisting the M&E manager in the Program´s planning tasks, and for managing the reporting process.

Responsibilities:
• Assist with quarterly and annual planning by preparing the drafts of the documents that will be used in the process; review consistency, and draw comparisons with previous planning exercises;
• Manage the report process, which includes collection, categorization, data analysis, writing and editing weekly, monthly, quarterly and annual reports for the Mission;
• Assist the M&E manager to prepare briefings and urgent requests from the Mission;
• Coordinate with heads, advisors, trainers and assistants of the technical teams, any additional information that could better illustrate the achievements of the Program;
• Review reports and background information from MSI-USAID sub-contractors or sub-grantees, partners from the government and judicial sector, civil society organizations, in order to be better informed on Program results for better reporting;
• Keep the M&E department updated regarding justice sector statistics from targeted sources;
• Prepare monthly background information about the status of the implementation of the justice reform, including specific information from the accusatory justice system;
• Make recommendations for additional analysis, data or relevant information, to be included in the reports.

Qualifications:
Education and Experience
• University degree, preferably in Political or Social Sciences, law, or alternatively, an equivalent combination of relevant training and field experience in Mexico;
• Three or more years experience in program development, implementation, and reporting;
• Experience in liaising with technical teams.

Competencies
• Ability to write clear and concise reports;
• Strong strategic and analytical thinking;
• Good knowledge of project development, monitoring and evaluation concepts;
• Proven high level of computer literacy in Microsoft Office, particularly Excel;
• Familiarity with the justice sector in México and in general with the government and legislative structures;
• Ability to work under pressure and under tight deadlines;
• Personal commitment, flexibility, efficiency, and drive for results;
• Ability to be a good team player.

Languages
• Professional level fluency in English for report writing;
• Professional level fluency in Spanish and the ability to communicate with colleagues and counterparts or partners, and to understand written legal and other technical documents related to the justice reform.
