Technical Advisor / Manager for Afghanistan Programs

Tetra Tech ARD (www.ardinc.com), an International Consulting Services firm headquartered in Burlington, Vermont has an immediate opening for a Technical Advisor/Manager (TAM) for Afghanistan in our firm’s Afghan Program Unit. The incumbent is responsible for management oversight of field programs and contributes to project scope, schedule, team performance and achievement of contract results. This is an excellent opportunity to work with a vibrant group of professionals with expertise in states emerging from conflict (Afghanistan in particular), development that occurs in conflict zones, and a range of specific technical fields such as democracy and governance, land tenure, institutional building, organizational development, agriculture and economic growth. .

This position is based in ARD’s Burlington, Vermont offices and requires residency in Vermont and frequent (up to 50%) travel to Afghanistan.

Responsibilities
The TAM position reports to and backstops a Tetra Tech ARD Senior Technical Advisor for programs in Afghanistan. S/he:
* Participates in development, editing and approval of SOW and program deliverable to be submitted to client (e.g. budget modifications, annual/monthly reports),
* Monitors and helps problem solve for field programs on a routine basis,
* Travels regularly to the field providing technical assistance to Chief of Party and training to field staff,
* Oversees formal monitoring and evaluation for projects and the contributions of ARD M&E staff,
* Leads start-up and close-out teams,
* Directs the tracking of scheduled programmatic project deliverables, and
* Provides coverage for project leadership as needed.

Essential Qualifications
* MA, MS, JD or higher degree, or equivalent, related to international development, conflict and stabilization, democracy and governance, infrastructure, land tenure, and/or municipal government and economic growth.
* Additional technical background in working in Afghanistan or similar conflict zones.
* Strong background/experience in management of complex or high profile program portfolios.
* Minimally 5 years of field experience in developing countries and challenging environments.
* 2 + years of geographic experience working in developing and transitioning countries as an advance professional.
* High level proficiency in MS Office applications.
* High level multi-tasking capabilities.
* Must be comfortable working in a team-oriented, fast paced and sometimes intense work environment.
* Excellent written and oral communication skills required.
* Pashtun or Dari language skills desirable but not required.
* This position will require frequent travel for short-term field work to Afghanistan.
* U.S. citizenship or a valid U.S. work permit is mandatory.
