The African Union, established as a unique Pan African continental body, is charged with spearheading Africa’s rapid integration and sustainable development by promoting unity, solidarity, cohesion and cooperation among the peoples of Africa and African States as well as developing a New Partnership Worldwide. Its Headquarters is located in Addis Ababa, capital city of Ethiopia.
The Commission of the African Union invites applicants who are citizens of Member States to apply for the post of Policy Officer – Investment and Resource Mobilization within the Department of Economic Affairs in Addis Ababa, Ethiopia.

2. JOB PURPOSE

To formulate appropriate policies and plans of action and develop programmes and project proposals related to investment promotion, private sector development, mobilization of both domestic and foreign resource for development; and to monitor progress on implementation in conjunction with relevant stakeholders.

3. MAJOR DUTIES AND RESPONSIBILITIES:

• Recommend appropriate policies for empowering the private sector in particular small, medium and micro-enterprises so that it can contribute to the attainment of the Millennium Development Goals;
• Develop and recommend investment policies that would lead to Africa becoming a single investment destination and improving the investment climate on the continent;
• Network all investment promotion agencies in Africa with the aim of harmonizing investment policies;
• Suggest new measures for raising resources for financing the Africa Union’s programmes;
• Coordinate the African Union Commission relations with cooperating partners such as the European Union etc;
• Perform any other duties as may be directed by the Head of Division;
• To organize and service workshops, seminars and meetings;
• To coordinate and conduct studies and research in related fields of the work of the Division;
• Prepare quarterly and annual reports of the division
• To perform any other duties as may be assigned.

OCCASSIONAL DUTIES:

• Participate in International and regional fora which have a bearing on Departmental mandate and objectives ;
• Participate AU strategic Missions;

KEY RESULT AREAS/OUTPUTS:

• Meeting Divisional targets effectively, diligently and timeously;
• Good interpersonal relations;

JUDGMENT AND DECISION MAKING:

• In consultation with the Head of the Division, the incumbent should perform his duties within the parameters of his mandate professionally and diligently;
• Show sense of maturity in dealing with co-workers and promote good interpersonal relationships;

4. EDUCATIONAL QUALIFICATIONS REQUIRED:

Candidates must have at least Bachelors degree in Economics or Business Management.

5. WORK EXPERIENCE:

Candidates must have at least five (5) years of relevant experience dealing with economic analysis issues.


6. OTHER RELEVANT SKILLS:

• Working knowledge of policy and data analysis, programme and project management, implementation, monitoring and evaluation;
• Good communication and negotiaiting skills;
• Good planning and organizational skills;
• Good interpersonal skills
• Willingness to work with other Divisions and departments on topical issues;
• Able to promote cross fertilization of ideas within Divisions and departments;

7. LANGUAGE REQUIREMENT:

Proficiency in one of the African Union working languages (Arabic, English, French and Portuguese) is required. Knowledge of one or more of the other AU working languages would be an added advantage.

8. AGE: Candidates must preferably be aged between 25 and 35 years.

9. TENURE OF APPOINTMENT: The appointment will be made on a fixed term contract for a period of three (3) years, of which the first twelve months will be considered as a probationary period. Thereafter, the contract will be for a period of two years renewable, subject to satisfactory performance.

12. REMUNERATION: Indicative basic salary of US$27,892.00 per annum plus other related entitlements- e.g. Post adjustment (46% of basic salary), Housing allowance ($14, 414.40 per annum), education allowance (75% of tuition and other education related expenses for every eligible dependent up to a maximum of US$7,800.00 per child per annum), etc for internationally recruited staff of the commission.
