The African Union, established as a unique Pan African continental body, is charged with spearheading Africa’s rapid integration and sustainable development by promoting unity, solidarity, cohesion and cooperation among the peoples of Africa and African States as well as developing a New Partnership worldwide. Its Headquarters is located at Addis Ababa, capital city of Ethiopia.

In seeking to achieve this objective, the African Union operates through its specialized technical and regional offices to implement policies and programmes in various aspects of socio-economic development.

The Fouta Djallon Office is one of the specialized technical offices of the Commission of the African Union under its Department of Rural Economy and Agriculture. The AU Fouta Djallon Programme’s mandate is the mandate of the AU Fouta Djallon Coordination Office and it is to work with Member States, African Institutions, Civil Society and Development partners to promote awareness and activities that will reverse the degradation process in the Fouta Djallon Highlands and other water towers of Africa, in order to improve the livelihoods of African people, through sustainable management of African land and water resources.

The Commission of the African Union invites applicants who are citizens of Member States for a position of Coordinator of AUC Fouta Djallon in the Department of Rural Economy and Agriculture.

2. Job Summary
The Coordinator provides leadership towards the achievement of the Fouta Djallon Programme mandate within the broad area of coordination, monitoring and harmonization of regional activities for sustainable management of the Fouta Djallon Highlands natural resources (land and forest, watersheds, river sources).

3. Major Duties and Responsibilities
a) To plan, organise, ensure implementation and monitoring of activities of the AUC Coordination Office for the Fouta Djallon Programme
b) To liaise with relevant Members States, River Basin Organisations, Development Partners and ECOWAS to identify, develop, implement and monitor needed strategic activities and to promote synergies across existing or planned activities for successful preservation and sustainable management of the Fouta Djallon highlands natural resources;
c) To develop a scheme for regional monitoring of the Fouta Djallon Highlands natural resources
d) To organise ministerial and expert meetings in the framework of the Programme oversight and monitoring
e) To initiate and implement a strategy for advocacy and broadening awareness about the regional and international importance of the Fouta Djallon Highlands preservation
f) To initiate and implement strategies for resources mobilisation
g) To produce and submit periodic reports of activities and specific missions
h) To ensure overall accountability for the effective management of the AUC Conakry Office including financial control and budgeting, quality of work, personnel, performance management, discipline and training in conformity with relevant policies and procedures.

4. Educational Qualifications
Candidates must have at least a Post-Graduate (Masters) degree in natural resources management, forestry, agriculture, agricultural economics, agricultural extension, or a related field. A PhD is an added advantage.

5. Work Experience Requirement
Candidates must have at least 10 years of appropriate experience of which at least 5 years should be in senior management position, including in design, development and implementation of policies, strategies and projects. Managerial experience in design and implementation of natural resources management projects involving multi-actors and multi-countries will serve as an added advantage.

6. Other Relevant Skills
a) Working knowledge of policy analysis and development and programme/project management, implementation and monitoring;
b) Management experience, excellent interpersonal skills and ability to organise and motivate others and to work in a multi-cultural environment;
c) Excellent report writing and presentation skills;
d) Good communication and negotiating skills;
e) Good planning and organisational skills;
f) Commitment to personal performance and self-development;
g) Leading and managing change with integrity, trustworthiness and confidence
h) Computer literacy

7. Language Requirement
Proficiency in one of the AU working languages. Knowledge of one or several other working languages would be an added advantage.

8. Age Requirement
Candidates must preferably be between 35 and 50 years old.

9. Tenure of Appointment
The Appointment will be made on a fixed term contract for a period of three (3) years, of which the first twelve months will be considered as a probationary period. Thereafter, the contract will be for a period of two years, renewable, subject to satisfactory performance.

12. Remuneration:
Indicative basic salary of US$ 45,551.00 per annum plus other related entitlements - e.g. post adjustment (58% of basic salary), housing allowance (US$ 21,196.80 per annum), education allowance (75% of tuition and other education related expenses up to a maximum of US$ 7,800.00 per child per annum), etc in accordance with the Rules and Regulations Governing the employment of international Civil Servants of the African Union Commission.
