The African Union, established as a unique Pan African continental body, is charged with spearheading Africa’s rapid integration and sustainable development by promoting unity, solidarity, cohesion and cooperation among the peoples of Africa and African States as well as developing a New Partnership Worldwide. Its Headquarters is located in Addis Ababa, capital city of Ethiopia.
The Commission of the African Union invites applicants who are citizens of Member States to apply for the post of Policy Officer - Private Sector Development within the Department of Economic Affairs in Addis Ababa, Ethiopia.

2. JOB PURPOSE

Propose policies on Africa’s private sector development and ensure effective implementation as well as facilitate dialogue between the private and public sector.

3. MAJOR DUTIES AND RESPONSIBILITIES:

• Follow up on a regular basis on the private sector development issues in AU Member countries;


• Evaluate and propose policies that will strengthen the private sector in AU Member countries and follow up on the implementation;
• Supervise on a regular basis the rationalization of investment codes in AU Member countries;
• Assist in undertaking activities aimed at mobilizing foreign direct investment in various economic sectors in Africa;
• Ensure that there is harmony between public institutions and the private sectors;
• Help in organizing the African Private Sector Forum, EU-Africa Business Forum and other fora;
• Work on the development of microfinance in Africa;
• Assist the Senior Policy Officer in coordinating the Africa-EU dialogue.

OCCASSIONAL DUTIES:

• Participate in International and regional fora which have a bearing on Departmental mandate and objectives ;
• Serve as member of the AUC drafting team during Summits

KEY RESULT AREAS/OUTPUTS:

• Effective dialogue between the public and private sector, through initiatives such as private sector fora;
• Greater voice for the African private sector

JUDGMENT AND DECISION MAKING:

• Good sense of judgment

4. EDUCATIONAL QUALIFICATIONS REQUIRED:

The candidate should hold a minimum of Bachelors degree in the field of economics, finance, business administration, economic policy management or project management.

5. WORK EXPERIENCE:

Candidates must have at least five (5) years of relevant experience in the area of private sector development.

6. OTHER RELEVANT SKILLS:

• Good understanding of private sector development policy;
• Good understanding of impediments to business and ways of improving the business climate;
• Good communication and interpersonal skills;
• Good planning and organizational skills;
• Computer literate;
• Need for close collaboration with other divisions and departments to attain synergy and avoid duplication of effort

7. LANGUAGE REQUIREMENT:

Proficiency in one of the African Union working languages (Arabic, English, French and Portuguese) is required. Knowledge of one or more of the other AU working languages would be an added advantage.

8. AGE: Candidates must preferably be aged between 25 and 35 years.

9. TENURE OF APPOINTMENT: The appointment will be made on a fixed term contract for a period of three (3) years, of which the first twelve months will be considered as a probationary period. Thereafter, the contract will be for a period of two years renewable, subject to satisfactory performance.

12. REMUNERATION: Indicative basic salary of US$27,892.00 per annum plus other related entitlements- e.g. Post adjustment (46% of basic salary), Housing allowance ($14, 414.40 per annum), education allowance (75% of tuition and other education related expenses for every eligible dependent up to a maximum of US$7,800.00 per child per annum), etc for internationally recruited staff of the commission.
