Objectives

The Operational Resources and Policies Department (ORPC) is a key Department in the Country and Regional Programs & Policy Vice-Presidency (ORVP). The Department’s mandates are to

  • Prepare the Bank Group’s operational policies, strategies, procedures and guidelines in collaboration with Regional and Sector Departments;
  • Contribute in the preparation of the Indicative Operations Program and the rolling Program Budget in partnership with COBS;
  • Monitor the delivery of the Lending Program and implementation of projects approved by the Boards; and,
  • Any other tasks assigned by Senior Management.

Bank operations are dynamic and require a dynamic policy making environment to respond to the challenges. An important remit of the Department is to ensure that Bank policies and strategies are regularly updated and that they are consistent with the “Articles of Agreement establishing the Bank and the Fund”, and the Bank’s mandate and priorities.

Duties and responsibilities

Under the supervision of the Manager of ORPC.1, the incumbent will primarily ensure that the Bank’s Financial Sector Policies, Strategies, framework papers, and guidelines are regularly updated and consistent with the Bank’s mandate and priorities. The incumbent will also ensure adequate mainstreaming of these policies and guidelines in the Bank’s operations.

Specifically, the responsibilities of the incumbent will include, but not be limited to the following:

  • Contribute to the development of financial and other operational policies, strategies and guidelines.
  • Undertake and contribute to studies and economic sector work (ESWs) in areas with important policy and strategic implications for the Bank and its clients;
  • Provide expert advice on financial policy and strategy work within ORPC and to Operations Complexes in the preparation and implementation of sector strategies;
  • Identify, design and implement new tools in collaboration with sector Departments and RMCs to enhance compliance to the Bank’s approved operational policies and strategies;
  • Review and comment on the Bank’s financial policy documents and other operations documents (Country Strategy Papers, Identification Reports, Project Concept Notes, Appraisal Reports, Supervision and Completion Reports, Portfolio Performance Evaluation Reports, etc.), as may be submitted for review by Operations Complexes;
  • Participate in and contribute to internal and external activities aimed at dissemination and building knowledge in the implementation of financial and other operational policies, strategies and guidelines;
  • Participate in the preparation of the Bank’s position papers, reports, and initiatives focusing primarily on financial sector policy issues;
  • Represent the Bank and participate in conferences and seminars on sector policy issues for advocacy and cross-fertilization; and
  • Perform other tasks as and when assigned by the Director–ORPC, and /or the Division Manager, ORPC.1.

Selection Criteria

  • At least a Master’s degree or its equivalent in public / business administration, economics or other related fields
  • At Least 6 years relevant professional experience in a development oriented institution. Knowledge of ICT and software used by the Bank
  • Experience working with economic teams and creating an enabling work environment
  • Fluent in French or English, with a working knowledge of the other language
  • Ability to communicate and defend orally and in writing difficult issues and positions to senior Bank management, government officials etc.
  • Ability to operate effectively in a matrix management environment, both as team leader and team member
  • Ability to deal sensitively in a multi-cultural environment and build effective working relations with diverse stakeholders
