PROGRAM COORDINATOR for the West Africa Regional Office
Length of Contract: March-June 2011
General objective:
To ensure the proper follow up and implementation of WAHRF (West Africa Humanitarian Response Fund) programme
To support the regional representative in the technical positioning of ACF in the region as a key actor to fight malnutrition
Responsibilities:
Programme / humanitarian follow up:
-To follow up WAHRF programme implementation at technical and financial level
-To ensure ACF’s approaches on evaluation, learning and accountability are implemented in the WAHRF interventions and Ensure ACF’WAHRF defined approach on evaluation and lessons learnt is implemented and capitalized.
- Follow up of humanitarian indicators at regional level: to develop regular regional analysis of humanitarian situation and trends and identify potential “crisis” in the region.
- To develop thresholds for humanitarian interventions in the region according to ACF standards
- To propose possible interventions in the region according to those criteria
- To ensure accurate reports to donor (DFID) in progress (narrative and budget)
- To coordinate with other WAHRF organisations in the area
- Contribute to the strategic dialogue with DFID WAHRF team in Dakar level
- To support the writing up and definition of proposals within the WAHRF framework.
- To ensure that Human Interest Stories are collected and transferred to the HQ leading the Programme
Support of regional technical positioning and networking:
- Establish strong coordination links with the relevant Regional UN clusters (Food Sec and nutrition, Emergency preparedness, WASH, etc) in following fields:
Emergency preparedness at regional level
Proactively use the resources and disseminate the tools put in place by the Humanitarian Reform System
- To ensure ACF presence in nutritional/humanitarian technical forums in coordination with the Regional representative
- To propose possible interventions in the region
- Participate actively to the definition of the future Regional Strategic Program 2011-2015
- To propose new technical approaches in the region to be implemented (technical development) for ACF missions in the region, in coordination with technicians in HQ: prevention, treatment, DRR, link WASH-FS-NUT,etc
Qualification and previous experience:
- Strong analytical capacity and writing skills; good communication skills
- Good and demonstrated knowledge of project cycle management
- High level management capacity
- Experience in emergency situations
- Knowledge of ACF operations, policies and procedures
- Proven interpersonal and networking skills with national and international organisations
- Demonstrated experience in working in West African region in humanitarian aid
- Flexible
