BACKGROUND

The Human Rights and Governance Grants Program (HRGGP) in Budapest provides support to non-governmental organizations operating in Central and Eastern Europe, the former Soviet Union and Mongolia in the fields of human rights and accountability. One of the thematic priorities within HRGGP is the Prison as a Last Resort (PLR) program. Under this program, HRGGP supports civil society groups to promote respect for human rights in prisons and pre-trial detention centers, challenge the overuse of incarceration, and combat discrimination in sentencing, prisons and reentry.

RESPONSIBILITIES

The Program Coordinator will work closely with and under direct supervision of the Senior Program Manager who is responsible for the overall performance and strategy of PLR. At the same time he/she reports directly to the Program Director, too. Duties include:

• managing and monitoring grants projects awarded under HRGGP’s Prison as a Last Resort priority;
• reviewing project proposals and preparing summaries for discussion with program management;
• conducting site visits and attending relevant regional meetings;
• negotiating with grantees to follow up project proposals under review and/or development; maintaining contact with grantees to support projects through to completion;
• working closely with human rights and legal advocacy organizations supported by the program, engaging in the development of capacity for grantee organizations working in these areas;
• cultivating strong working relationships with civil society organizations active in this field with a view to fostering effective collaboration among NGOs across the CEE-FSU region;
• contributing to regional capacity-building workshops supported by the PLR priority;
• contributing to evaluating PLR strategy and program implementation;
• maintaining and ensuring accurate program documentation, providing administrative support for the management of grants under PLR and maintains accurate databases on grant-giving activities.

REQUIREMENTS

• Several years of experience in the area of penal reform or human rights in closed institutions. Working experience in an international organization and on grant-making will be an advantage;
• Familiarity with the region in which HRGGP operates; including human rights issues and NGOs active in the field of penal reform in one or more countries of the region;
• University degree or post-graduate degree in human rights law, sociology or other relevant area of study;
• Familiarity with European and international human rights standards that apply to places of detention;
• Fluent English, excellent written and verbal communication skills; knowledge of Russian is an advantage;
• Superior interpersonal and organizational skills;
• Ability to manage effectively simultaneous activities in fast-paced environment and to prioritize accordingly;
• Integrity and professional discretion.
