Project Coordinator Education

Sudan (the) - Southern Sudan

The Education Project Coordinator (PC) shall work under the guidance of the Education Program Manager (PM) to start the Youth Education Pack Program (YEP) and contribute to the Adult Literacy program in NBeG. The Education PC is responsible for the overall planning and implementation of the YEP program in Southern Sudan. The PC will also fulfil the objectives of the Norwegian Refugee Council (NRC) as stated in the Country Strategy, the Project Proposal and the work plan.

Job description

In close collaboration with the Education PM, start up, develop, and manage NRC’s YEP and Adult Literacy project in NBeG
Identify, hire, manage and train local staff in NBeG
Responsible for pedagogical planning, implementation and follow-up of all components under project: vocational training, life-skills and academic courses for youth, adult literacy, and early childhood development (ECD)
Carry out market assessment, liaison with employers/skills trainers to assist youth in gaining apprentices or forming cooperatives
Identify and procure equipment, materials, and tools for academic classes and vocational training
In close cooperation with the PM and members of the Education team, develop steps and procedures for timely planning and implementation of all elements of the YEP, Adult Literacy, and ECD project, in particular all training, monitoring and evaluation
Ensure that education activities are in accordance with international norms and standards and meet regulations under INEE
Coordinate activities to synergize with other NRC sectors, i.e. Shelter, ICLA, Food Security, and with partners to enhance life-skills workshops
Review and revise YEP curriculum to fit S. Sudan context and assist with development of ECD activities
Monitor, evaluate and suggest changes and improvements in the project and materials based on observations and discussions with the local staff and the PM
Prepare monthly reports for the PM and as required by donors and partners
Assist the PM in the development of NRC’s Country strategy, action plan and activities plan and priorities in the education sector
Contribute to narrative and budgets for proposals with the Education PM and the Grant Manager
Assess needs for capacity building among education staff and local resource persons and partners and organize additional training for the staff and local MoE Officials as necessary
Carry out assessments in NBeG and other states to identify areas of expansion Committee, local education authorities and partners in line with the NRC protocol for communication
Participate and represent NRC in relevant coordination meetings
Offer support (knowledge and skills) in ensuring access, gender equity and quality in education/project in a systematic and sustainable manner
Actively promote education in communities and Child Rights, especially education for girls

Qualifications

Minimum five years experience working in international education or vocational programs, with minimum two years field work, preferably in rural Africa
Experience in complex emergencies or post-conflict settings, with experience working in a difficult security environment
Experience working with UN agencies, local governments, communities and INGOs
Experience in administration, finance, logistic and personnel management
Experience in development and writing of proposals and budgets
Experience in management of staff
Experience working with refugee/IDP/returnees related emergencies

ESSENTIAL SKILLS

Experience in literacy and vocational training programs, developing different education interventions
Political and cultural awareness and interest
Experience in strategic thinking and planning skills, be able to set priorities, prepare manageable work plans and to evaluate progress
Proven communication, interpersonal, representation, negotiation and leadership skills
Fluency in written and oral English
A thorough understanding of protection issues and experience with implementation of protection based projects
Strong writing skills and experience in report and proposal writing
Holder of a valid international driver’s licence

We offer

Commencement: ASAP.
Contract period: 12 months with possible extension
Salary/benefits: According to NRC’s general directions, approximately NOK 49.600,- (€ 6.200) per month, and free housing of moderate standard. Please note that tax fees may occur for some countries.

Southern Sudan is a ‘non-family duty station’. The duty station will be based in Aweil Town, state of Northern Bahr el Ghazal, or Warrap state. Extensive travel inside Southern Sudan, with challenging road conditions, will be conducted. The duty stations is usually quiet and relatively safe, and foreigners can normally move around in daylight hours without harassment or danger. Travel to Juba is by road or air and travel outside the duty station is dependent on changing security and environmental conditions. Recreational and social facilities are limited, and accommodation is in the NRC Compound.
