Food Security & Livelihood Project Coordinator

Sudan (the) - Alek, in the central-west of Warrap State, Southern Sudan

The NRC Country Programme is implemented in Southern Sudan. The country office is located in Juba. Field offices are established in Aweil (Northern Bahr el Ghazal, NBeG) and Yei (Central Equatoria, CE). In 2011, NRC is expanding into Warrap State to respond to the needs of the large numbers of returnees and IDPs in that state. NRC in Southern Sudan is involved in the following core activities: Education, Construction and rehabilitation of schools (Shelter), Information, Counselling and Legal Assistance (ICLA) and Emergency, Food Security and Distribution (EFSD).

The EFSD project, like other NRC programmes, is designed to provide protection and durable solutions for IDPs, refugees and returnees in Southern Sudan, thereby contributing to the improvement of their living conditions and the development of viable and sustainable solutions. NRC began a pilot EFSD Project in NBeG in May 2010. This programme has since grown considerably and will initiate an EFSD project in Warrap in 2011. The EFSD Project includes one component focusing on Emergency Preparedness & Response (EPR) and another component on Food Security & Livelihood (FSL).

Job description

The FSL Project Coordinator (PC) ) reports to the EFSD Project Manager and is responsible for the start up, overall planning and implementation of the FSL project in Warrap. The PC will:
Be responsible for the achievement of the project objectives in accordance with the proposal
Development of all components of the FSL project including training, supervising, monitoring progress and suggesting improvements in consultation with the NRC team
Design, plan and conduct thorough assessments, report recommendations, develop and execute implementation plans
Ensure that activities are conducted in accordance with budget lines and limitations of the awarded grant
Participate in project proposal development, including budgets for relevant donors
Recruit, build capacity and manage the performance of the FSL team in Warrap
Prepare monthly, quarterly, donor and thematic reports in accordance with internal and external requirements and deadlines
Represent NRC externally, contribute to improved coordination through the state-based cluster system and liaise with key stakeholders, especially local authorities
Communicate, exchange information and cooperate with both internal and external actors to ensure an integrated approach and to mobilise appropriate intervention
Contribute to the identification and development of advocacy and protection initiatives on key issues related to displacement and obstacles to return
Contribute to the development of the NRC Sudan country strategy, action plan, advocacy development and priorities for the EFSD project

Qualifications

Tertiary qualifications in agriculture, rural development, nutrition, social sciences or a related field
A minimum of four years experience working in international food security & livelihood projects with at least two years field work, preferably in sub-Saharan rural Africa
Solid experience in establishing and managing FSL operations, including the formulation of strategies, plans of action and reports
Experience in conducting rapid assessments in complex emergencies and crisis contexts, and working in fluctuating security environments
Experience working with refugees, IDPs, and returnees in emergency settings
Experience in administration, finance, logistics and personnel management and developing teams
Experience in advocacy and rights-based approaches

ESSENTIAL SKILLS

Proven communication, interpersonal, representation, negotiation and leadership skills
Analytical skills, strong reporting and writing skills, and demonstrated capacity in numerical analysis
Able to set priorities, prepare manageable work plans and evaluate progress
Significant understanding of working in complex emergencies, crisis contexts and willingness to travel in areas with fluctuating security conditions
Political, cultural and gender sensitivity and ability to communicate well with local communities
Proficiency in written and spoken English required; proficiency in Arabic is considered an asset
Excellent computer skills and a valid international driver’s licence

We offer

Commencement: 1 March 2011
Contract period: 12 months.
Salary/benefits: According to NRC’s general directions, approximately NOK 49.600,- (€ 6.200) per month, and free housing of moderate standard. Please note that tax fees may occur for some countries.

Duty station will be Alek, in the central-west of Warrap State. This is a non family station. Extensive travel inside Southern Sudan, with challenging road conditions, will be conducted. Alek, is usually quiet and relatively safe, and foreigners can normally move around without harassment or danger, provided that they respect local cultural sensibilities. Travel between Alek and Juba is by road and air, and travel outside the duty station is dependent on changing security and environmental conditions. Recreational and social facilities are limited, and accommodation is modest. International staff members can be required to live in joint accommodation in the NRC Compound in Alek.
