ToR for the Support to EU visibility and communication in Armenia through
information and education activities
DESCRIPTION OF THE ASSIGNMENT
The successful advancement of EU-Armenia relations strongly depends on the level of public awareness of the EU issues within Armenia, its structures, legislation and policies, as well as the society's attitude towards European integration.
The assignment will serve as a basis for the development of an efficient and realistic communication and information strategy on EU-Armenia cooperation.
It will address the described information deficits about the EU and EU-Armenian cooperation and integration. It shall also incorporate the concept of communicating through education, as well as explore the possibility of gradually institutionalising education on the EU on the secondary school and/or university level.
In doing this, the Consultant shall operate in close collaboration with the information and communication section of the EU Delegation to Armenia, as well as other ongoing projects such us the EU Advisory Group, the support project to the PAO, and the AEPLAC.
Objectives
The overall objective of the assignment is to support the smooth implementation of domestic reforms in accordance with the agreed priorities of EU-Armenia cooperation by means of targeted visibility promotion, awareness and communication activities.
The specific objectives of this assignment are:
1- Analysis and recommendations of the strategy to follow and activities to implement;
2- Development and drafting of Terms of Reference that the EU Delegation will, later on, use to procure a long-term service contract possibly named "Support to EU visibility and communication in Armenia" going in two directions: supporting the visibility and communication on EU issues through (an) information centre(s) and other communication opportunities on the one hand, and through educational institutions on the other.
The consultant will develop and draft the ToR keeping in mind that the long-term project, which this ToR will later lead to, should have the following long term specific objectives:
? enhance understanding of the rationale of reform measures, which are necessary to advance Armenia's European integration, by the respective government agencies
? contribute to building up public support to the reform measures driven by Armenia-EU cooperation by promoting visibility of Armenia's European integration among opinion leaders
? organise awareness building events and programmes, coordinated with the preparation and deployment of CIB in 2011/12 as well as Twinning, TAIEX, SIGMA, the EU Advisory Group and other assistance projects.
EXPERTISE REQUIRED
The assignment will comprise of two Senior experts as follows:
Expert 1: Senior Communication expert / Project Coordinator
Qualifications and skills
- Masters degree in public relations/political or social sciences/journalism or equivalent general
professional experience of minimum 10 years (see below)
General professional experience
- Minimum 10 years professional experience in the area of communication
- Minimum 5 years experience in organising and managing communication activities, developing communication and long-term visibility strategies
- Proven experience in drafting Terms of Reference
- Good understanding of EU developments and is an asset
Specific professional experience
- Minimum 5 years professional experience in media relations, communications and/or advocacy.
- Proven experience in supervising and coordinating all technical aspects of project development
- Proven experience in working with international organisations and/or the EU preferably in this field is an asset
- General knowledge of Armenia's political and institutional framework, knowledge of the EU and its activities in Armenia and EU-Armenia cooperation is an asset
Linguistic skills: Fluent in English (written, spoken, understanding) Knowledge of Armenian and/or Russian languages is an asset
