Consultant for Reform Coordination and Project change management Advisor to the State Tax Service of Ukraine

Sida has recently announced a tender for Reform Coordination and Project change management Advisor to the State Tax Service of Ukraine.

The objective of this assignment is high quality advisory support provided to the State Tax Service of Ukraine (STS) in the following areas:

• coordination of all activities related to the implementation of tax reform
• management of changes and risks under the WB ‘State Tax Service Modernisation project’.
  

The Consultant shall be advising the senior management of the STS and working closely with the ongoing WB project ‘State Tax Service Modernisation project’. The assignment is planned from April 2011 till December 2012.

The consultant will be evaluated against the following criteria:

• Work experience at the tax authority (20 p)
• Knowledge and experience in working/consulting on the issues of reform coordination and change management (30 p)
• Knowledge and experience in the implementation of information systems (15 p)
• Experience of work with similar WB or other international projects (5p)

Russian and experience in Ukriane or in similair countries would be a strong asset.
