Job title : Project officer
Sector: Rural Development and Environment Section
Location: Delegation of the European Union in Freetown, Sierra Leone
Reporting relationship:
He/she will work under the direct supervision of the Head of the Rural Development and
Environment Section (RDE); who reports to the Head of Delegation (HoD).
JOB CONTENT
Overall purpose
To contribute to the objectives of the RDE Section of the EU Delegation.
Tasks and Duties
 To support the Head of Rural Development and Environment Section in all areas assigned to
this section, particularly in the area of Agriculture, Fisheries, Environment and Water &
Sanitation (WatSan).
 To manage ongoing programmes and projects related to:
 Agriculture / Water & Sanitation (WatSan): Link Relief Rehabilitation and Development
(LRRD);
 Fisheries: Institutional Support to Fisheries Management (ISFM), Strengthening
Fishery Products Health Conditions in ACP/OCT Countries (SFP), and others;
 Environment: Technical Assistance & Capacity Building of the National Commission
for Environment and Forestry (NaCEF), Gola Forest Project, Support to Sierra
Leone’s Environment Protection Agency (SLEPA), and others;
 WatSan: Water Facility projects, and others;
 Food Security/Food facility projects dealing with food access, nutrition and safety
nets;
and future projects/programmes.
This includes a) correspondence and networking with partners and stakeholders, b)
identification and formulation of projects/programmes, c) preparation of tenders and
contractual documents, d) administrative and financial follow-up (payments, etc.), e)
monitoring & evaluation of project implementation/quality of project technical reports f) closure
of projects, g) maintaining filing system and reporting.
 To identify needs and appropriate solutions in all the areas related to the section.
 To attend meetings, workshops, and network in relevant fora if and when necessary.
 To carry out any other related task if and when requested by the immediate supervisor.
Job Location & Environment
Location: EU Delegation in Freetown, Sierra Leone
Environment: Multi-cultural team of approx. 17 expatriates from European Member
States and 29 employees from Sierra Leone.
Job Requirements
Education and Training: University degree in Economics, Agriculture, Environment and/or in
any development related studies..
Technical Experience: Experience of at least three years in programme management in
some of the respective sectors.(agriculture, fishery, environment,
water and sanitation).
Sector Knowledge: A broad knowledge of development projects, preferably in the area of
Agriculture, Fishery, Environment and WatSan.
Knowledge of EU and Sierra Leonean policies in these sectors
constitutes an asset.
Procedures: Knowledge of EU cooperation and EU/EDF procedures constitutes an
asset.
Computer skills: Proficient knowledge in MS Office (Word, Excel, PowerPoint, etc.),
Outlook, internet.
Linguistic Skills: Very good English (oral, reading and writing) is a must.
Communication Skills: The position requires good communication/negotiation skills.
The position requires preparation of briefings for management and/or
input for reporting to HQs in Brussels.
Management Skills: Ability to priotitise competing demands. Be pro-active and problemsolving.
Personal Qualities: A high sense of responsibility, ability and willingness to work in a
team, well organized, trustworthy and forward looking, good planning
and writing skills, and ability to swiftly deal with ad hoc issues.
