Project Officer Technical Helpdesk of the Covenant of Mayors Office

About us

Climate Alliance is a non-profit association uniting local authorities and indigenous rainforest peoples in their efforts to mitigate climate change. Climate Alliance currently counts more than 1600 member cities, municipalities and regions in 17 European countries. Its activities are coordinated by the European Secretariat based in Frankfurt (DE) and its Brussels Office.

Climate Alliance is currently running the Covenant of Mayors Office (COMO) with a consortium of European local government networks. The Covenant of Mayors is an initiative of the European Commission directed to local authorities committed to reduce their CO2 emissions with more than 20 percent by 2020. Our main responsibilities within COMO include taking care of the helpdesk function and monitoring the overall results achieved within the Covenant in cooperation with the Joint Research Centre (JRC) of the European Commission.

Missions

We are looking for a project officer to join the highly motivated and multinational / multilingual COMO team.
His/her tasks will include:

  • liaising with local authorities and stakeholders addressing the Covenant Helpdesk;
  • coordinating the work with other relevant partners / contacts (e.g. national experts, Joint Research Centre of the European Commission…),
  • developing supporting tools and materials such as technical methodological guidelines or e-learning courses;
  • organising meetings, training, and moderating of discussion groups;
  • monitoring the implementation of the Covenant; both in relation to sustainable energy action plans (SEAPs) and the overall impacts of the initiative;
  • assisting the COMO team in the organisation of annual ceremonies and other related events;
  • supporting the COMO team in any further administrative tasks related to its daily operation.

Qualifications

The applicant will need:

  • a Bachelor or Master Degree in at least one of the following fields: environment, town and regional planning, mechanical/energy engineer, renewable energy (or similar);
  • experience in the work of local authorities, preferably in the field of energy, planning and/or implementation of local energy projects;
  • experience and expertise in project development and desk-based research, preferably in an EU context, project design abilities and high level of process management skills;
  • knowledge of EU institutions, processes and decision-making structures, knowledge of government /politics of EU member states;
  • fluency in English is a must, good command of one Eastern European language would be an advantage and competence in French is desirable;
  • demonstrate ability to work independently to deadlines as part of small and / or virtual teams;
  • good communication and drafting skills.

Contract: 3-years full-time contract based in Brussels, starting as soon as possible
