FIXED-TERM OPENING OF 3 YEARS, RENEWABLE

The development and widespread deployment of clean energy technologies is a key priority for many countries around the world. The IEA has a well established activity on technology roadmaps, which identify the steps needed to accelerate energy technology development and uptake, including any requirement for additional international collaboration. The IEA seeks a Senior Energy Analyst to manage the production of these roadmaps and oversee other activities providing technology policy analysis and advice to member countries and others.

The person will manage a small team of enthusiastic professionals under the general guidance of the Head of the Energy Technology Policy Division.

Job Duties
1. Analysis and Project Management
• Lead the development of international roadmaps for a range of key energy supply, transformation and end-use technologies and other activities relating to technology policy analysis and advice. This will involve preparing high quality, quantitative and qualitative analyses on energy technology research, development and deployment (RD&D) needs, including due consideration of the technical, economic/financial, legal/regulatory and policy issues and providing advice to member countries. Develop suitable frameworks for tracking progress against the roadmaps and measuring the effectiveness of RD&D.
• Build and guide a multi-cultural and multi-disciplinary project team engaged in techno-economic assessments, RD&D and innovation studies, methodological and model development, roadmaps and policy analyses. Contribute personally to these activities through intellectual and technical leadership, coaching and developing staff, as well as by winning and managing resources to support the project. Participate in recruitment and identify external experts.
• Support the broader activities of the IEA through analytical, written and verbal contributions, development of web content and briefs on all aspects of technology policy. Contribute to the development of the Agency’s programme of work. Identify key priorities for action.

2. Liaison and Outreach
• Collaborate with other Divisions in the Agency and other organisations on cross-cutting projects, publications, policy reviews and conferences relating. Liaise with the IEA Implementing Agreements to help support the IEA’s work on technology policy.
• Monitor the content of national programmes and provide advice to Member countries. Explore and identify opportunities for collaborative projects and co-operative actions in the field of RD&D.
• Participate in preparations for meetings of IEA standing committees and working parties as required; participate in relevant meetings of other international organisations; provide support for the development of reports, analyses and information items for these meetings.
• Maintain contacts with policy-level officials in government, other international organisations, industry, research institutions, universities and NGOs. Promote the work of the Agency externally to a wide range of audiences through organising and participating in workshops, making presentations and holding bi-lateral meetings.

Qualifications: education, experience, communication and languages
1. Education and experience
• An advanced university degree(s) in engineering, physical sciences, economics, public policy or in relevant disciplines.
• Eight to ten years' experience of analysing and/or contributing to national and international policy issues relating to energy technologies and public and/or private sector RD&D programmes.
• Excellent understanding of the energy sector and of energy technologies for energy supply, transformation and end-use.
• Excellent level of computer literacy.

2. Key competencies
• Proven quantitative analytical abilities as demonstrated in past work products (analytic reports, methodologies / models, and/or published papers). Previous experience in analysing energy innovation policies would be an advantage.
• Creativity, energy and commitment.
• Proven track record of managing complex projects involving multiple inputs to meet tight deadlines and to budget. Strong sense of responsibility for the successful completion of assigned work. Demonstrated ability to manage interdisciplinary teams and to create an environment conducive to teamwork, innovation and open communication.
• Proven track record in producing high-quality publications that summarise technical information for a more general policy audience, as well as of communicating results to high-level audiences from different fields and backgrounds.

3. Communication and languages
• Good interpersonal skills, including the ability to maintain harmonious working relations with staff at all levels in a multicultural environment as well as the ability to foster contacts with officials in national and international fora.
• Strong communication skills. A demonstrated ability to prepare reports quickly and clearly in written form on complex technical issues for a more general policy audience. Ability to organise and structure material and data clearly.
• Excellent knowledge of written and spoken English; working knowledge of other languages would be an advantage.

The appointment may initially be made at the level immediately below if the qualifications and professional experience of the selected applicant correspond to that level; in this case, the duties and responsibilities assigned to the post will be adjusted accordingly.
