Job Title: Senior Evaluation Officer
Reports To: Deputy Vice President
Division: D502 – Research and Evaluation
Location: New York
Effective Date: January 2011

Purpose of Position: Designs, manages, and conducts evaluations of IIE’s international exchange programs and for external clients including foundations, corporations, higher education institutions, and government agencies; serves as a key internal resource for IIE staff on evaluation issues and practices. Work is carried out independently under general supervision.

Essential Duties and Responsibilities include the following. IIE may add, change, or remove essential and other duties at any time.

Manages and conducts evaluations of international scholarship, training and partnership programs. Serves as primary liaison between research and evaluation division and sponsors. Ensures project setup, evaluation design, instrument design, data collection and analysis, follow-through, reporting, communication, and budget adherence.

Helps strengthen IIE-wide research and evaluation capacity, and serves as key evaluation contact and resource to other IIE staff.
Facilitates IIE’s Impact Evaluation Working Group and works closely with IIE’s web and public affairs staff to share IIE’s evaluation best practices on the IIE website.

Develops new business opportunities for research projects and program evaluations; drafts proposals and coordinates with Office of Proposal Operations on new funding opportunities.

Represents IIE’s research and evaluation division at domestic and overseas meetings. Plans and implements workshops and conference sessions involving potential partners and collaborators.

Disseminates IIE’s evaluation activities and findings through articles, chapters, and essays in domestic and international publications;

Supports Deputy VP and President in other communications and research inquiries and activities. Coordinates with staff from Office of President teams to ensure accuracy and timeliness of evaluation-related material, news briefs and communications for public dissemination.

Travel is required.

Performs other duties and functions as assigned.

Education/Experience:


Master’s degree in education, public administration, or the social sciences with a specialization in program evaluation, policy analysis or research methodology

Minimum of 5 years of progressively responsible project and/or evaluation management experience

Experience designing and conducting program evaluations, especially in higher education, international development, and the nonprofit sector

Experience with conceptualizing and developing logic models and theories-of-change.

Experience with survey design, survey administration (including the use of web-based surveys), data management, and statistical analysis

Publishing/editing experience

Skills Required:


Excellent analytical and research ability and thorough knowledge and understanding of various evaluation approaches and methods.

Strong writing skills; clear and concise writing style; ability to synthesize complex informational materials for preparing reports, articles and chapters

International experience, knowledge of foreign language(s), preferred

Excellent communication ability in English, both written and verbal

Excellent interpersonal skills and ability to communicate with wide variety of stakeholders; ability to represent IIE Research and Evaluation division at meetings and conferences

The ability to work independently to complete assigned tasks as well as the initiative to anticipate project needs and respond accordingly

Strong organizational skills, attention to detail, and commitment to producing high-quality deliverables in a timely manner

Ability to successfully manage simultaneous multiple projects and competing demands in a fast-paced work environment

To perform this job successfully, an individual should have advanced knowledge of Microsoft Office 2010; internet software; and database software; and familiarity with data analysis software such as SPSS or SAS.
