Senior Water, Sanitation and Hygiene (WASH) Advisor
Based in Thimphu, Bhutan

SNV Netherlands Development Organisation is a leading international organisation that
specialises in capacity development support to government, non-government and private sector
organisations. SNV is committed to reduction of poverty that is consistent with nationally defined
poverty reduction strategies and the global MDG agenda. In Asia, SNV is active in Nepal, Bhutan,
Vietnam, Cambodia, Lao PDR, Bangladesh, and Pakistan and provides advisory services in
Agriculture, Forest and Tourism sectors as well as in Water, Sanitation & Hygiene and Renewable
Energy sectors.
Although Bhutan achieved the MDG targets for water and sanitation in 2003-2004, it is still short
of meeting its own goals of 100% access to safe drinking water and sanitation before the end of
the Tenth Five Year Plan (in June 2013). According to the Ministry of Health (MoH) Annual Health
Bulletin 2010, 83% of households had access to safe drinking water in 2009 and 91% had access
to safe excreta disposal. However, when issues of reliability, equitability, quantity and quality are
taken into consideration, these construction coverage figures fall substantially. A survey of the
functionality of rural piped-water schemes carried out by the Public Health Engineering Division
(PHED) of the MoH in 2008 found that at least one-third of the schemes were performing suboptimally.
For rural sanitation, if sanitary construction and hygienic use is taken into
consideration, the coverage figures fall drastically.
A 5-year Framework Agreement (2008-2013) was signed between SNV and PHED to collaborate
on a Rural Sanitation and Hygiene Programme (RSAHP). The first two years of the programme
concentrate on piloting innovative interventions aimed at strengthening sanitation and hygiene in
four rural sub-districts. Subject to a satisfactory evaluation and availability of resources, the pilot
phase will be followed by a 3-year scale-up phase countrywide.
SNV Bhutan together with the Department of Urban Development & Engineering Services
(DUDES) and the Ministry of Works & Human Settlement (MoWHS) would like to pilot sanitation in
small towns and peri-urban areas focusing on the promotion of improved sanitation and hygiene,
WASH governance and the development of septic waste management systems. In addition, SNV
Bhutan will explore opportunities to get engaged in Water functionality issues.
RESPONSIBILITIES
The International WASH Specialist will provide capacity building support to the PHED, and possibly
also to DUDES within the Ministry of Works & Human Settlement to deliver one of their key
mandates under the 10th FYP, the attainment of 100% access to safe drinking water and
sanitation for the entire population of Bhutan.
The Specialist will primarily work with counterparts in PHED and DUDES to build the capacity of
national level staff, and corresponding health, engineering and education staffs at Dzongkhag and
Gewog level under the programme. The key areas of capacity building with the clients and
partners at national and sub-national level are expected to include:
(i) Sanitation and hygiene promotion for Household, schools, offices, market places,
shops and eating places - including demand creation and hygiene behaviour change
communication.
(ii) Sanitation waste management – e.g. safe handling and final deposition of septic tank
sludge – development of septic waste management value chain.
(iii) Mobilisation and facilitation skills for community-led approaches.
(iv) Institutional strengthening for scaling-up.
(v) Training methodologies and materials.

REQUIREMENTS
• University Degree in Civil, Environmental or Public Health Engineering. A specialist
qualification related to water, sanitation and hygiene in developing countries.
• At least 7 years work experience in advisory service delivery, of which 2 years at a senior level
in a diverse and complex international environment.
• Proven track record in capacity building and process facilitation.
• Experience in environmental sanitation, public health and hygiene for rural villages, small
towns and peri-urban communities.
• Baseline surveys and monitoring procedures for water, sanitation and hygiene interventions,
including hygiene behaviour change outcomes.
• Participatory formulation of WASH-related policies, strategies, regulations and guidelines for
setting standards for environmental sanitation and hygiene in rural villages and small town/
peri-urban communities.
• Applied research and development in WASH for rural villages and small town/ peri-urban
communities in low and middle-income countries.
• Management, operation and maintenance of water and sanitation infrastructure and services
in rural villages and small town/ peri-urban in low and middle-income countries – including
on-site sanitation waste management.
• Community approaches to total sanitation - e.g. Community-Led Total Sanitation - and
adaptation to specific local situations and needs.
• Experience in the research and development of low-cost sanitation technology options for
rural communities.
• Sanitation supply chain development - including value chain studies and analysis.
• Experience in WASH Governance which will cover regulations and compliance.
• Enhancing functionality of water and sanitation infrastructure and services.
• Mentoring, training and capacity building of personnel at national and sub-national levels (the
programme envisages health, engineering, education and planning staff at national, district
and sub-district levels).
• Development and implementation of training courses and other capacity building approaches
(including training materials design).
• Developing community consultation, involvement and ownership through Participatory
Appraisal and/ or similar techniques
DUTY STATION
Duty station: Thimphu, Bhutan
Health services: Free moderate healthcare facilities available; specialised health care in Bangkok
or New Delhi
Educational facilities: International schooling systems available (British, US) in Thimphu up till 6th
grade.
Security situation: Good all over country
Accessibility to duty station: one national air line flights to/from Paro Bhutan every day
Starting date: 1st March 2011
Length of contract: 2.5 years, with possibilities of extension.
