TERMS OF REFERENCE FOR POST HARVEST SURVEY

1. Introduction

CAFOD (Catholic Agency for Overseas Development) is the official Catholic aid agency for England and Wales and a member of Caritas Internationalis. CAFOD work through partners, and its involvement in Sudan started in 1972 after the Addis Ababa agreement.

In May 2009, CAFOD in partnership with both national and international Caritas agencies operating in Sudan conducted a Multi-Caritas Sustainable Livelihoods Assessment in 11 Counties of three South Sudan States, namely Upper Nile, Central and Western Equatoria.

The assessment identified four specific programme focus areas which are:

· Increase market-driven Agricultural productivity leading to improved household food security,

· Promote diversification of Livelihoods strategies among vulnerable communities,

· Support the integration of the return Population through the provision of basic services, and

· Promote adoption of disaster risk Reduction (DRR) by CAFOD partners and local communities.

The assessment and its recommendations lead to the development of five year programme programme framework. The programme is currently being supported by CAFOD and some members of Caritas network under the title “Recovery, Re-integration and Sustainable Livelihoods Programme” and is being implemented by three local faith based partners: Catholic Diocese of Tombura-Yambio (CDTY) in Western Equatoria; SudanAid of the Catholic Archdiocese of Juba in Central Equatoria mainly Juba County; and Catholic Development Office (CDO) of Kosti Pastoral Region, Archdiocese of Khartoum mainly in Maban and Renk Counties. The programme is in its second year, with the first year focused mainly on distribution of agronomy and horticulture seeds in addition to very limited fishing gears.

Since we have now passed the end of harvest period and entering the second year, CAFOD is planning to conduct a post harvest survey to assess agricultural productivity of the communities supported. Year one programme focused on two states of Western Equatoria and Upper Nile, and this is where the survey will be conducted however it will be worth including central equatoria to have an overview of the agricultural productivity for this year to inform programme planning.

2. Objectives

1) To develop survey tools.

2) To facilitate and train programme staffs (CAFOD and partners) on the development of the tool.

3) With support of programme staff implementation facilitate the survey.

4) Together with programme staff analyse the data and produce report

3. Scope of work

The consultant will be required to:

1. Review relevant secondary literature including programme documents to gain an understanding of the programme objectives and expected outcomes.

2. Determine the sample for the survey tool, and develop the research instruments for administration of the survey.

3. The Consultant will present to the Programme officer the report of the study for review by CAFOD and the implementing partners prior to finalization.

4. The consultant is expected to follow closely the guidelines for the conduct of surveys.

4. Outputs

1. A final work plan and detailed methodology within 5 days of signing the contract.

2. Post harvest survey tool

3. Train relevant CAFOD/Partners’ staff on the design of survey tool

4. Train relevant CAFOD/partners staff in the organization and conduct of survey

5. Facilitate survey data review and come up with a compiled report.

6. A final report within 2 weeks detailing the findings and the level of satisfaction by both partners and beneficiaries.

7. Four hard copies and an electronic version of the report.

5. Assessment period

It is anticipated that the Consultant will be available to commence the survey on March 1st 2011 for the period of two weeks. Presentation of the final report is expected to be made by March 20th 2011.

6. Qualifications and experience

Interested Consultants/firms should have:

1. Post Graduate qualifications in Agriculture, specialized knowledge of Agronomy will be an added value.

2. At least three years of extensive research work and practical experience in Agriculture/development work.

3. Proven ability in conducting research, training and implementing case studies
