Job Objectives:

Specific Responsibilities
1. Provision of Technical Support to WASH Fieldworkers
• Provide technical support to the programs throughout the project cycle.
• Provide technical advice to field based WASH personnel.
• Provide technical validation of field based WASH strategies, approaches and decisions.
• Check and validate all proposals, concept notes, LFAs, budgets and donor reports written by the field workers (relevant parts).
• Check and validate key documents relevant to programming (procurement plans, major internal orders, implementation plans, training curricula, KAP reports, MoUs, etc.).
• Provide secondary analysis of existing or proposed programs to ensure relevance, impact, viability, sustainability and quality of the action.
• Provide secondary analysis of existing WASH programming to track progress and ensure adherence to contractual obligations.
• Provide analysis of required capacities and resources to develop ACF-USA WASH programming.
• Visit the programs when considered necessary by the field and headquarters.
• Compile achievements, statistics and lessons learned from the field.
• Ensure that operational experience, best practice and research findings in WASH are documented, disseminated and incorporated into existing programs.

2. Selection, Placement and Training
Responsibilities related to selection, placement and training may be undertaken in conjunction with the senior WASH manager and/or HR managers and/or the pool desk officer and/or Regional Training Centre personnel.
• Undertake technical interviews (including assessing written tests) for WASH fieldworkers and provide technical advice on placement of recruited fieldworkers.
• Provide technical advice and technical validation of WASH job descriptions and ToRs.
• Maintain a WASH fieldworker register and exchange WASH HR information with the other HQs.
• Provide technical training and briefing to WASH field workers departing for US managed programs.
• Conduct program de-briefings for WASH field workers on their return from the field.
• Identify on-going training needs, participate in the design of training modules/tools and assist in carrying out training sessions/workshops.
• Provide technical support, input and validation to WASH initiatives from the Regional Training Centre in Nairobi.
• Participate in US based recruitment initiatives (career fairs, university presentations etc.).

3. WASH Headquarters Co-ordination
Responsibilities related headquarters coordination may be undertaken in conjunction with the senior WASH manager and/or other ACF-USA operations department personnel.
• Define, adapt and implement the WASH action plan.
• Track WASH progress against strategic indicators and ensure adherence to ACF strategic plans.
• Participate in regular pool meetings and ensure coherence, interaction and integration with other technical departments.
• Participate in or plan exploratory missions and assessments.
• Supervise HQ-led WASH projects and/or HQ based WASH interns or assistants.
• Provide assistance to the Communication Department to ensure the agency’s WASH activities are properly presented to the public.
• Collaborate with counterparts in other ACF International HQs to ensure regional coherence and sharing of technical information.
• Attend ACF International meetings and participate in cross-HQ WASH projects and initiatives.
• Identify, meet and discuss with donors and potential donors (where necessary).
• Keep updated on international WASH issues, coordinate/exchange with other WASH agencies/partners and participate in multi-agency collaborations/projects.
• Represent ACF at US based WASH events, in coordination fora and in technical fora.
Qualifications:

- Post-Graduate, Masters degree in Water Engineering & sanitation, Hydrogeology, or simila a plus.
- A minimum of 3 years previous work in WASH programs overseas with an International humanitarian organization.

Competencies
- Fluent written and spoken English.
- Ability to manage and prioritize own workload
- Good working knowledge computer software, MS Office and WASH and GIS related software (Epanet, Aquitest, Sphinx, ArcView, MapInfo etc.).

Preferred:
- Experience of working with the Action Against Hunger network a plus.
- Working knowledge of French a plus.
- Familiarity with drilling and geophysics a plus.
