Youth and Conflict Specialist

Summary of Position:

Heartland Alliance welcomes applications for the role of Youth and Conflict Specialist for a proposed Conflict Mitigation and Reconciliation Program. The position is dependent upon receipt of award/funding availability. The Youth and Conflict Specialist will be responsible for program development and implementation related to conflict mitigation and reconciliation programs that bring together youth of different backgrounds to address issues, reconcile differences, promote greater understanding, and work toward common goals. He/she will report to the Program Director.

Essential Duties and Responsibilities:

• Provides technical input related to conflict mitigation, reconciliation, and youth leadership and youth services (including gender analysis);
• Implements a project work plan for USAID approval;
• Manages project staff, including sub-team officers and coordinators;
• Oversees management and implementation support to international and local NGO and CBO partners;
• Provides updates to the Director of International Programs regarding service issues, strategic planning, new opportunities and other management issues;
• Manages preparation of the monthly administrative and program report, and assure sub-grantees compliance with their reporting requirements;
• Consistently measures project performance with stated goals and objectives, providing input and support for monitoring and evaluation staff, as well as participating in annual planning;
• Other duties as assigned.

Qualifications:

• Clear commitment to the vision, mission and values of Heartland Alliance.
• Education and/or Experience: Master's degree (M.A.) or equivalent in International Development,

• Conflict Studies; or five+ years relevant experience and/or training.
• Other Qualifications: Prior experience in youth programming and conflict prevention/resolution programming. Experience with gender analysis or women’s empowerment a plus. Experience working in different cultural and linguistic settings. Prior project management experience, including financial and personnel management.
• Other Knowledge and Experience: Strong knowledge of youth and conflict, program implementation, monitoring and evaluation skills. Experience living and working in East/Central Africa and familiarity with youth organizations in Burundi a plus.
• Language Skills: Fluency in French and English.

• Excellent writing skills in English required. Ability to read, analyze, and interpret complex documents. Ability to respond effectively to the most sensitive inquiries or complaints. Ability to write speeches and articles using original or innovative techniques or style. Ability to make effective and persuasive speeches and presentations on controversial or complex topics to top management, public groups, and/or boards of directors.
• Reasoning Ability: Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
• Ability to live in Burundi and make frequent international and national trips and to live/work in situations of insecurity with minimal physical amenities.
