Background

The Africa Adaptation Programme (AAP) was launched by the United Nations Development Programme (UNDP) in partnership with UNIDO, UNICEF and WFP, and with funding of US$92 million from the government of Japan, to support the efforts of 20 countries in Africa to mainstream climate resilience into their development planning.

A key priority of the AAP is to increase public awareness of climate change issues and the kinds of responses and actions that will be required to protect the sustainability of development in Africa from rising temperatures and declining rainfalls, among other effects of climate change.

To this end, a Nairobi-based project of the AAP is focused on improving the role African media can play in investigating, interpreting and reporting on the intersection of climate change and development with a view to better-informing both public debate and policymaking on this issue.

The project will seek to deepen the knowledge of climate change among African print, broadcast and web based journalists, among other media professionals, and build their capacity to raise awareness among multiple stakeholders including the general public, civil society, the business community, academia and the public sector, in particular opinion leaders, policy shapers and decision-makers.

It will involve such activities as identifying journalists with experience on the climate change file to serve as focal points in each of the 20 AAP countries, convening training workshops, producing a manual on climate change for journalists, and exploring opportunities to make climate courses available to students in African journalism schools, among others.

To implement this project, a small team is being assembled in Nairobi, Kenya, in which each member must be capable of fulfilling multiple functions.

The position of Assistant Programme Finance Associate will carry responsibilities in the areas of:
  1. Accounts
  2. Budget
  3. Travel Authorizations
  4. Procurement
Duties and Responsibilities

The Project Finance Associate will be responsible for the creation and maintenance of all financial and accounting procedures in the Nairobi office, and ensure the timely delivery of all materials and required paperwork to the UNOPS AAP HQ in Dakar, Senegal.

The Finance Associate must be knowledgeable of and be able to administer the ATLAS software program. S/he will report directly to the Regional Project Coordinator in Nairobi, Kenya, and coordinate closely with Finance Associate in Dakar.

The Finance Associate will be responsible for the following duties:

Accounts
  • Check validity of charges by verifying authorized amounts and ensure availability of funds;
  • If applicable, review/examine bank and/or imprest account statements for compliance with UNOPS guidelines;
  • Monitor and review expenditure records for Nairobi office;
  • Ensures no double payments are made;
  • Inform vendors on any discrepancies between amounts committed and amount invoiced;
  • Prepare/draft faxes/correspondences to UNOPS/AAP HQ in Dakar regarding a variety of financial manners, e.g. discrepancies on vouchers, supporting documents, etc.;
  • Brief/debrief staff members on financial transactions;
  • Ensure petty cash account is established in accordance with UNOPS financial rules and regulations.
  • Ensure all original receipts are shipped to HQ in Dakar in a timely manner
Budget
  • Assist in the preparation of monthly, quarterly and Annual Admin Budget and Budget Revisions;
  • Assist in the verification of Financial Reports forwarded by HQ making relevant observations on discrepancies found;
  • Assist in the preparation of internal finance/management reports and graphics on trends to be submitted to the Management Team;
  • Analyze and interpret financial data.
  • Be able to check, analyze and if authorized make entries into ATLAS project software, in coordination with Finance Associate in Dakar.
Travel Authorizations and Claims
  • Calculates the DSA based on UNOPS rates;
  • Prepares voucher on a proper timing;
  • Pays air-tickets according to invoice received;
  • Keeps records updated;
  • Requests the Travel Agency reimbursement of unused air-tickets.
Procurement
  • Assist in preparation of purchase orders and required financial paperwork for procurement
  • Liaise with AAP procurement and UNOPS procurement in Nairobi and Dakar to ensure orderly and timely procurement process
  • Ensure procurement quotes properly organized for submission to UNOPS procurement process
General
  • Perform other related duties as required.
The incumbent is responsible to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS.

Required Selection Criteria

Competencies
  • Five to six years in the area of finance
  • Capacity to use computer database and software
  • Experience in use of ATLAS software, and experience in the UN system preferred
  • Fluency of English
  • Good organization skills, initiative and sound judgment
  • Ability to work under pressure in an international environment.
Education/Experience/Language
  • Bachelor's degree or equivalent in Accounting, Finance or Business Administration
