Description:

The Council for International Exchange of Scholars (CIES), a division of the Institute of International Education, which administers the Fulbright Senior Scholar program for the Department of State, seeks an Assistant Director for the Middle East and North Africa Unit. Purpose of Position: Provide leadership and supervision for team of regional program staff who administer Fulbright U.S. and Visiting Scholar and related programs for designated world areas.

Essential Duties and Responsibilities include the following. IIE may add, change, or remove essential and other duties at any time.

  • Manage U.S. and Visiting Scholar programs for Middle East and North Africa and administer a program caseload in coordination with regional program staff, involving U.S. catalog of awards preparation, application goal setting, recruitment, peer review, candidate processing, affiliation, grant management, program budget analysis and reporting, in a manner that promotes teamwork, collaboration and flexibility within and across staff units.
  • Contribute to goals to accomplish maximum efficiency and effectiveness in scholar recruitment, selection, grant management and program assessment.
  • Communicate effectively with Director of Scholar Programs on program and staff status and issues; collaborate to coordinate and share experience between programs.
  • Exercise leadership and supervision of staff, make day-to-day decisions on operations and coordinate responsibilities within world areas, conduct performance evaluations, support professional development of staff, conduct hiring process for approved potions, resolve management and personnel issues.
  • In close conjunction with supervisor and other managers, assess and coordinate workflow and capacity and analyze, recommend and implement improvements to quality and efficiency of program administration.
  • Interact with U.S. Department of State, Fulbright commissions, U.S. Embassies, scholars, institutions of higher education, scholarly associations and, as needed, other external constituencies, including vendors and contractors, to professionally represent IIE.
  • Assure excellent quality delivery of programs and services by effectively managing work with program sponsors, partners, staff, scholars and others.
  • Manage change and develop program staff through assignments, delegation and coaching; participate in and conduct training to keep self and staff abreast of regulations, policies, techniques, technologies and procedures.
  • Work closely with colleagues to create and maintain a high performing, flexible, team based work environment that meets the evolving needs of the organization and aspires to expose staff to professional development opportunities and a wide range of responsibilities and projects across counties and programs.
  • Work on new programs and projects as assigned.
  • Responsible for complying with applicable contract and sponsor requirements and following all IIE policies and procedures.

Education/Experience:

  • Master's degree
  • Seven years or more of substantial program management experience in international higher education exchange.
  • Living experience and studies relevant to Middle East and North Africa desired.

Qualification:

  • Demonstrated effectiveness in supervising and training staff.
  • Knowledge and understanding of higher education systems in U.S. and abroad.
  • Ability to work effectively with management teams and build effective teams.
  • Excellent interpersonal, decision-making, implementation and follow through skills; ability to adapt to changing organizational needs and a fast paced work environment.
  • Excellent oral, written, cross-cultural communication, presentation, email and telephone skills.
  • High level of job-focused multi-tasking skills and ability to perform under pressure of deadlines.
  • Well-developed organizational and time management skills.
  • Maturity and discretion working with a wide range of constituencies, interacting with high level scholars and professionals and with all levels of staff; ability to maintain confidentiality when working with sensitive issues and to exercise sound judgment in consulting with and keeping others informed.
  • To perform this job successfully, an individual should have knowledge Microsoft Office 2010.
