Director of Programmes, Mozambique
PSI seeks highly qualified candidates for the position of Director of Programmes, Mozambique. The candidate will provide effective leadership and strategic management of PSI Mozambique's interventions to ensure they are targeted; evidence based, and are using international best practice approaches to achieve health impact. This full-time position is based in Maputo, Mozambique and reports to the Country Representative.

- Provide guidance and leadership to a very dynamic implementation team across several health areas
- Identify and assess opportunities for new cross cutting health interventions and new technologies and help pursue
- Lead PSI Mozambique's strategy to build a comprehensive network of partners in the public and private sectors and implement an unprecedented level of outsourcing of activities towards such network
- Support Program Directors in identifying and assessing market need and feasibility for new products and services within existing health areas
- Help Program Directors set and achieve DALY targets and monitor their performance
- Contribute to the development of PSI Mozambique's regular strategic plans and lead regular performance analysis
- Maintain regular and strong donor, Government and other stakeholder relations and engage in relevant fundraising activities, including strategizing and proposal writing
- Build capacity of the programmatic team through effective training and supervision
- Ensure all Program Directors develop and implement project logframes and annual marketing plans using the Delta process for all interventions and monitor their performance
- Ensure Program Directors use project logframes and marketing plans to develop research briefs. Ensure Program Directors use research results to identify priorities and drive intervention strategies
- Liaise and cooperate with Marketing and other relevant functions in PSI Mozambique, as well as PSI HQ to ensure high level planning for all activities
- Ensure Program Directors coordinate PSI field staff, sub-grantee and contractor implementation of PSI's BTL interventions and monitor adherence to their marketing plan deliverables and regularly assess BTL intervention effectiveness
- Ensure all personnel in the programmatic team abide by all PSI policies and procedures
- Ensure compliance of the programmatic team of all HR policies and procedures including guidelines for recruitment and performance management as well as adherence to the employee manual
- Approve advocacy strategies and priorities developed by Program Directors and monitor their performance against them
- Approve donor programmatic reports developed by Program Directors
Experience:
- Masters degree in relevant field (MBA, MSW, MPH) or equivalent experience
- Technical expertise in the area of HIV, reproductive health, maternal and/or child health preferred
- At least 6 years demonstrated staff management and project oversight experience
- Familiarity with international health, development issues and the international donor community
- Experience developing and managing budgets
- Ability to work effectively in partnership with a variety of audiences and organizations
- Fluency in spoken and written Portuguese and English
