Director: Social Development
Salary: R685 200 per annum (all-inclusive remuneration package)

Purpose: Coordinate and strategically implement National Treasury functions in respect of the health and social development sector. These functions include developing sectoral financing, supporting financial planning and budgeting, monitoring financial management, expenditure and service delivery and supporting dynamic policy development and implementation in the sector. These functions in the sector straddle both the national and provincial sphere and include oversight over public entities, such as SASSA.

Key outputs: • Analyse departmental budgets and policy proposals for the health and social development sector • Coordinate relevant Medium-term Expenditure Budget subcommittees, draft budget and expenditure reports for functional committees and make credible budget recommendations to the Medium-term Expenditure Committee • Contribute to budget documentation, eg Budget Review, Estimates of National Expenditure, Provincial Budget and Expenditure Review and other relevant documentation • Ensure effective systems for monitoring and reporting on the sector, spanning financial management, expenditure and service delivery • Support the development of improved systems of financing for the social development sector • Give advice regarding social services policy and operations to the Director-General and Minister of Finance • Provide support to the sector with regard to policy development • Analyse financial information as well as outcomes, outputs and service delivery indicators • Provide advice and support to the clients in the preparation of budget inputs and documentation • Manage the budget of the unit.

Requirements: • A postgraduate degree in Public Finance, Law, Economic or Social Sciences (a Master’s degree would be an added advantage) • At least 5 years’ appropriate working experience in strategic management • In-depth knowledge of policy development and implementation • Detailed knowledge of the South African public finance terrain, especially intergovernmental fiscal relations, Government policy processes, budget processes and financial management and approaches to poverty eradication, inequality and related development issues in South Africa.
