Financial Management Specialist
Note: This is a three year term local appointment in the World Bank office In Kabul, Afghanistan.
The SAR Financial Management (SARFM) Unit is part of the SAR Quality Development (SARSQ) Department which provides services in Development Effectiveness, Procurement and Financial Management and it has the following core responsibilities:
1. Ensuring that the Region’s overall lending portfolio conforms to Bank’s fiduciary polices and standards;
2. Providing operational financial management support to the Region’s portfolio in the area of financial management;
3. Providing policy advice to Governments on financial management and accountability issues, PFM and public and private sector accounting and auditing; and
4. Providing capacity development and technical assistance to improve borrowers' financial management systems, including task management of lending operations, and designing lending and grant operations that focus on PFM and accounting and auditing reform and development.
The SARFM Unit is staffed with financial management specialists who work as part of teams to deliver quality development support and carry out dialogue with member countries to advise and assist them in improving their FM capacities at the national, sub national, entity and project levels.
The World Bank Office in Kabul, Afghanistan is seeking to recruit a Financial Management Specialist (FMS) who is a professional accountant (CA, ACCA, CPA or equivalent from an internationally recognized accounting institute) with a relevant bachelors degree in accounting, business, finance or economics, and at least 5 years experiences in financial management. Public sector experience would be an advantage. Fluency in English is essential. The FMS will report to the Regional Manager, FM Financial Management.
Note: If the selected candidate is a current Bank Group staff member with a Regular or Open-Ended appointment, s/he will retain his/her Regular or Open-Ended appointment. All others will be offered a 3 year renewable term appointment. Note: A potential candidate has been identified and intends to apply for this position.
