ITU - Communication Officer

Organ:
The Telecommunication Development Bureau (BDT) is responsible for the organization and coordination of the work of the Telecommunication Development Sector of the Union (the Union has three functional sectors: Standardization, Radiocommunication and Development) which deals mainly with development policies, strategies, programming, as well as technical cooperation activities (expert missions, training programmes, field projects, seminars, etc.).
Duties / Responsibilities
Under the direct supervision of the BDT Director and in close cooperation with the Partnership Building Division in BDT and the Communication and Partnership Promotion Division in SPM the incumbent :

  • Ensures the timely delivery of speeches for the Director of BDT, clarifies and unifies information and communication through close and frequent collaboration with the Communication and Partnership Promotion Division in SPM.
  • Proactively scrutinizes press briefings and news on a daily basis and carries out desk research on all political, economic and financial issues and prepares press briefings highlighting the impact on the work of BDT, and ITU at large.
  • Collects data and information on success stories from regulators, operators, services providers, consumers and any other data related to the domain of telecommunications/ICT and how they impact socio-economic development and the work of BDT.
  • Assists the Director of BDT in establishing and maintaining good two-way communications between him/her and other Elected Officials and/or staff members.
  • Prepares Director's missions and ensures that briefings are available on time; coordinates mission plans (schedule, interlocutors, topics, speeches) of the Director of BDT and coordinates follow-up activities; and assists the Director of BDT during his/her meetings and missions whenever required.
  • Assists the Director of BDT when receiving external visitors, taking notes, preparing debriefing and follow-up actions deriving from the debriefing.
  • Follows up all incoming and outgoing correspondences (e-mail, fax, letter, etc.) to ensure timely implementation of actions requested by drawing the attention of the Director as needed.
  • Makes sure that the BDT web page is up to date and that the Director's Corner is regularly updated and in collaboration with Partnership Building Division and IT Support Service of BDT recommends improvements in the presentation, content and lay-out of the BDT website as necessary, with a view to optimizing the use of the ITU-D web as a communication and promotion tool.
  • Creates follow-ups to the Director's social networks such as Twitter, Facebook etc.
  • Acts as creative writer for articles and quotes by the Director of BDT.
  • Keeps abreast of the communication and information activities of other ITU Sectors and the General Secretariat, and develops joint communication campaigns as appropriate.
  • Performs additional activities in relation with his/her field of competency that may be assign to him/her by the Director of BDT.
  • Qualifications required
    Education:
    Advanced university degree in communications, political or social sciences, public administration or international relations, humanities, journalism, liberal arts or a related field OR education in a reputed college of advanced education with a diploma of equivalent standard to that of an advanced university degree in one of the above-mentioned fields.
    For internal candidates, a first university degree in one of the fields above in combination with seven years of qualifying experience may be accepted in lieu of an advanced university degree for promotion or rotation purposes.
    Experience:
    At least five years of progressively responsible experience as writer, editor, reporter, press or communication officer including at least two at the international level.
    A Doctorate in a related field can be considered as a substitute for two years of working experience.

    Languages:
    Knowledge of one of the six official languages of the Union (Arabic, Chinese, English, French, Russian, Spanish) at advanced level and knowledge of a second official language at intermediate level. Knowledge of a third official language would be an advantage. (Under the provisions of Resolution No. 626 of the Council, a relaxation of the language requirements may be authorized in the case of candidates from developing countries: when candidates from such countries possess a thorough knowledge of one of the official languages of the Union, their applications may be taken into consideration.)

    Annual Salary: (Net of Tax)
    120,719.- USD - 161,112.- USD without dependants
    129,328.- USD - 173,296.- USD with dependants
