Logistics Coordinator / Search and Rescue Trainer

Reporting directly to the Project Manager, the Search and Rescue Trainer / Logistics Coordinator will provide avalanche search and rescue (AvSAR) training to the Ministry of Public Works of Afghanistan (MPW) and fulfill the following responsibilities including but not limited to:

The person will train MPW personnel in: • Transceiver practice and drills • Rescue practice and drills • Avalanche terrain recognition • Conduct a variety of snow stability tests • Decision-making based on gathered data • Recognize and travel safely in avalanche terrain • Recognizing signs of stability and instability • Apply appropriate AvSAR techniques • Communicating avalanche hazard and risk • Develop and apply effective communication and teamwork skills • Carry out a fast and efficient avalanche rescue

In addition, the Search and Rescue Trainer / Logistics Coordinator is expected to deliver the following results: • Initiate an AvSAR response • Manage resources • Manage safety • Conduct avalanche hazard analysis, assessment and forecasting • Identify medical and evacuation priorities • Collect and evaluate detailed weather, snowpack and avalanche data • Evaluate and forecast snow stability for different geographic areas • Manage personal wellness and performance • Evaluate terrain and its interaction with the mountain snowpack • Develop concepts of risk management for the workplace • Analyze the possibility for active avalanche control equipment installation and provide detailed winter avalanche activity report to support installation location; • Write training and progress reports Qualifications and Experience a. Education, Experience and Special Skills • Masters Degree in Operations, Management, Disaster and Risk Preparedness, Military Science, or relevant field. Bachelors Degree plus additional 2 years, or Technical/Secondary Diploma plus additional 4 years of relevant experience, coupled with specialized education/skills in selected field of avalanche search and rescue, wilderness operations and winter survival.
• Emergency medical technician or related education and experience; • Minimum 11 years of relevant experience in search and rescue operations, operations, disaster management, risk response, logistics, security or relevant field. • Previous working experience in hazardous environments and extreme weather conditions highly preferable. • Good teaching / mentoring skills essential • Demonstrated skills in avalanche control and forecasting, stability evaluation, decision making, , safe and effective control routes communication, record keeping, weather analysis, tap, shear tests, terrain analysis, route finding, decision-making, survival, and rescue; • Previous working experience in Afghanistan a distinct advantage.

b. Competencies • Demonstrated experience in search and rescue operations on rough terrain, snow and avalanche environment and extreme weather conditions. • Strong familiarity with emergency operations, and UN system; • Ability to plan, organize, and schedule assigned tasks; • Focus on impact and result for the client and provision of positive feedback;
• Effective team-building, conflict-resolution, and client management skills;
• Demonstrated openness to change and ability to manage complexities; • Self-starter, highly motivated, and able to handle work pressure, feedback, and complex multicultural environments effectively; • Strong background in military and logistical operations, particularly from the military • High level of understanding for winter highway clearance and operation of search and rescue equipment; • Positive and constructive attitude, self-reliance, and ability to work independently under the minimum supervision; • Excellent written communication skills, with analytic capacity and ability to synthesize project outputs and relevant findings for the preparation of quality project reports; • Cultural, gender, religion, race, nationality, and age sensitivity and adaptability; • Excellent interpersonal skills, ability to work in a multi-cultural team environment; • Proficiency in usage of computers, office software packages and advance project management software as well as in handling of web-based management system. • Ability to live in severe weather conditions, and tolerate extreme cold and modest living conditions; • Excellent knowledge of both written and oral English is required.
