UNDP Afghanistan Mission Statement:
UNDP Afghanistan is supporting the Government to find innovative solutions to its development challenges based on the on-going Country Programme Document approved by the Executive Board for the period 2006 – 2009. A new Country Programme Document was approved by the Executive Board during September 2009 for the period 2010-2013. Key priority areas for UNDP assistance are in strengthening democratic governance, crisis prevention and recovery, and reducing poverty. UNDP is strengthening the institutional capacities of key national government and sub-national authorities which aim to enhance human security, human development, peace and stability in Afghanistan.
Organizational Context:
Through the Afghanistan Peace and Reintegration Programme (APRP), the Government of Afghanistan (GoA) seeks to provide a means for anti-government elements (AGEs) to renounce violence and reintegrate and become a productive part of Afghan society. APRP was formulated on the policy of the Afghan government outlined at the London Conference (January 2010), the resolution adopted at the Consultative Peace Jirga (June 2010), subsequently presented to the international community at the Kabul Conference (July 2010), and reaffirmed at the APRP Review Conference in Kabul (May 2011). Provisions for outreach, negotiations, transition assistance, increasing employment, sustainable livelihoods, and linking peace and development are intrinsic components of this Afghan government led peace-building initiative.
UNDP’s role includes capacity development of the Joint Secretariat, the provision of programmatic support to APRP institutions and implementing partners, and technical assistance for the management of the APRP Trust Fund. The APRP–UNDP Support project is implemented under a national implementation modality, with the GoA taking the lead role in implementation, supported by UNDP in a technical and programming capacity. The programme is implemented through line ministries of the GoA, which take the lead in implementing development initiatives under their areas of expertise at the provincial level. This ensures that capacity of national institutions to sustain projects in support of peace initiatives is constantly developed.
The objectives of UNDP’s support to the government-led APRP are as follows:
  • Develop the capacity of critical institutions at the national (line ministries) and sub-national levels (Provincial Governors, Provincial Peace Committees, District Governors, Provincial Joint Secretariat Teams) to foster an enabling environment for peace and reintegration activities.
  • Ensure that APRP is able to effectively implement its Strategic Communications programme.
  • Support the demobilization and reintegration of ex-combatants and weapons management.
  • Facilitate the delivery of Alternative Livelihoods Projects in strategic communities.
  • Channel funds to existing national programmes to promote community recovery.

Duties and Responsibilities

Based in the APRP-UNDP Support team, the Programme Specialist will be responsible for all programmatic support required for the whole project. He/She will report to the Project Manager.
Summary of Key Functions
  • Strategic Planning and implementation of UNDP APRP support program;
  • Small Grants Advisor to Joint Secretariat APRP;
  • Programme Oversight, Monitoring and Evaluation;
  • Capacity Development and Knowledge Management;
  • Representation and Strategic Partnership.
Description of Key Functions:
Strategic Planning and Implementation of APRP UNDP support project;
  • Analysis and research of information on stakeholders, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for initiation of new projects, active contribution to the overall office effort in planning;
  • Provision of quality policy advice services to Programme Manager and facilitation of knowledge building and management;
  • Close and on-going support to the formulation, monitoring and evaluation of programme within the area of responsibility, translating UN IDDRS’s priorities into local interventions. Introduction of performance indicators/ success criteria, targets and milestones;
  • Thorough analysis and research of the political, social and economic situation in the country and preparation of substantive inputs to support Regional Programme Coordinator’s work.
  • Identification of areas for support and interventions within the thematic/sectoral areas assigned;
  • Developing standard operating procedures and input to policy documents;
  • Implementation of programme strategies in accordance with UN standards;
Small Grants Advisor to APRP;
  • Work closely with Joint Secretariat’s focal point on small grants programme (SGP) in strategic planning and outreach activities.
  • Supporting the coordination of stakeholders on implementation of the small grants projects.
  • Working closely with RPCs in providing technical assessment on proposal to be submitted to Provincial Grants Committee.
  • Support the Monitoring and Evaluation of SGPs in the provinces.
  • Provide inputs to Standard Operating Procedure (SOP) and policy directives of small grants.
  • Brief stakeholders on the implementation progress.
Programme Oversight, Monitoring and Evaluation:
  • Effective application of RBM tools, establishment of management targets and monitoring achievement of results;
  • Produce and keep track of all the reintegration activities progress of the Joint Secretariat- maintaining constant information update with RPCs and relevant Units;
  • Financial and substantive monitoring and evaluation of the projects, identification of operational and financial problems, development of solutions;
  • Supervise the preparation of or prepare aggregate delivery reports for the Section;
  • Support the RPCs in the regional activities, by monitoring project/programme execution, providing technical, financial and administrative support to their activities, assistance in reporting, source of information, references, linking with other Sections at UNDP office.
Capacity Development and Knowledge Management:
  • Analysis and identification of interagency and intergovernmental processes relevant to the objectives of the programme for visibility and advocacy purposes;
  • Ensures provision of top quality advisory services and facilitation of knowledge building and management;
  • Identification of sources of information related to policy-driven issues. Identification and synthesis of best practices and lessons learnt;
  • Organization of capacity development activities for the operations/ projects staff on programme issues;
Representation and Strategic Partnerships:
  • Liaise with HPC/JS, UNAMA, ISAF, other UN and Inter-governmental organizations, as well as Government and NGO partners in support of programme.
  • Participate and/or represent UNDP APRP in internal and external committees, inter-agency coordination fora, and other functions;
  • Presentation of the project to stakeholders when its required;
Support the creation of strategic partnerships and implementation strategy;
  • Ensures creation of strategic partnerships and implementation of the resource mobilization strategy in cooperation with the Crisis Prevention and Recovery Unit.

Required Skills and Experience

Education:
  • Minimum Master’s Degree in Development studies, Social sciences or a multi-disciplinary areas relevant to the terms of reference.
Experience:
  • Minimum of 5 years of progressively responsible and relevant programme experience is required;
  • Experience in APRP and Afghanistan is necessary.
  • The afore-mentioned progressively responsible and relevant programme experience should include at least 4 years experience in conflict recovery programming.
  • Demonstrated ability to draft concise, analytical and high-quality project proposals, reports, position papers and presentations in English.
  • Knowledge of current development policies and practices.
  • Working in conflict countries is desirable.
  • Good technical background in results-based monitoring, evaluation and reporting is desirable.
  • Work experience in UN/ I-NGO/ donor agencies is desirable.
Language Requirements:
  • Excellent English skills. Knowledge of Dari/Pashto languages will be an asset.
