Sector Manager, Health, Nutrition and Population

Sub-Saharan Africa, with a population of 800 million people in 48 countries, is today at the cusp of accelerated economic growth. While it was badly hit by the global financial and economic crisis, the continent rebounded. Low and middle income countries in the Region have ambitious plans for rapid economic growth. Success of ICT, especially mobile phone penetration, shows how rapidly a sector can grow—ICT also provides new and exciting opportunities for improving public service delivery. Africa is also a young region. The continent's youth—those between 15 and 24 years—comprises around 200 million people (more than one fifth of the population) and is expected to double by 2045. In the medium and long term, the number of young Africans positions the continent as a strategic market for the future. In the short run, it further increases the urgency of job creation and investment in human capital, including health.
African countries have made much progress towards meeting the Millennium Development Goals, but significant challenges remain especially in two areas: health-related MDGs and fragile and conflict states. First, while child mortality (MDG4) has declined in most countries over the past decade, the rate of decline is not fast enough to meet the goal. Similarly, although maternal mortality rates (MDG5) are also declining, the African burden is stark. As highlighted in the 2012 WDR on gender, 57 percent of maternal deaths occur in Africa, even though the region accounts for only 12 percent of global population. This Second, conflict and fragile states pose a specific challenge. As shown by the 2011 WDR, no one low-income conflict and fragile state has achieved a single MDG.
The Bank’s Africa Region is committed to working with client governments, the private sector and civil society in Africa, as well as its development partners, to support countries in achieving their plans for strong economic growth as well as for human development. The Africa Region is comprised of around 1,500 staff, many of them based in country offices. AFTHD has around 200 staff. The new Africa Strategy Africa’s Future and the World Bank Support to It underpins country and sector strategies for the Bank’s engagement in the Region. The Strategy aims at enhancing competitiveness and employment, reducing vulnerability and building resilience, and improving governance and public sector capacity on the continent.
AFTHD, which covers three sectors: Health, Nutrition and Population (HNP), Education, and Social Protection, is seeking a Sector Manager for HNP to be based in Washington, D.C. The Sector Manager is expected to provide intellectual leadership and strategic vision for HNP in Africa and work closely across HD. He/she will be responsible for management of the AFTHE unit consisting of 80+ staff, supported by three Cluster Leaders, and for the quality and timely delivery of the HNP work program. He/she will report to the HD Sector Director and work in close collaboration with other members of the AFTHD management team, HD sector leaders, as well as other sectors in the Region. He/she will also be a member of the HNP Sector Board contributing to the Bank-wide technical issues, staff development, and knowledge management.
We are seeking an experienced and dynamic person can lead AFTHE technical team in the day-to-day as well as a longer term delivery of a work program under the HD Director strategic guidance. A successful candidate would be experienced and have the intellectual, operational, and people’s skills to lead the work program, partner with other Bank sectors and country directors to serve our client countries and engage at high level with regional partners (bilateral, multilateral, foundations and others). He/she would also feel comfortable and motivated to invest a substantial part of his/her time in coaching and developing staff, HR, and administration and budgets.

Note: If the selected candidate is a current Bank Group staff member with a Regular or Open-Ended appointment, s/he will retain his/her Regular or Open-Ended appointment. All others will be offered a 4 year renewable term appointment.
