Social Services Program (SSP) Director

1. The Social Services Program (SSP) Director is an integral team member of the BOTA Foundation Program staff. The SSP Director is responsible for the overall management of the Social Service Program including planning, budgeting, monitoring progress, NGO capacity building support and strategy. In addition, the SSP Director will be part of the BOTA Senior Management Team, and will be expected to contribute to the overall growth and development of the Foundation by bringing specific skills and expertise to BOTA in one or more of the following areas:

• Early Childhood Development
• Child and Youth Protection, including assistance of disabled and children/youth in social crisis
• Youth opportunity promotion, including livelihoods
• Maternal and child health


All candidates for this assignment must be completely independent of the Republic of Kazakhstan, its officials, and their personal or business associates.


2. Responsibilities of SSP Director:
• Oversee the implementation of the SSP program at a high professional and technical level including grant and non-grant activities (such as conferences and workshops).
• Supervise staff responsible for implementation of the Social Services Program.
• Write reports, workplans and other program documentation as requested by the Executive Director
• Develop SSP plans, strategy and activities and coordinate these with the Executive Director of the Foundation.
• Ensure strict compliance with BOTA policies & procedures.
• Participate in the development of strategies and action plans for the Foundation.
• Participate in financial planning and annual budgeting.
• Conduct analysis and monitoring of the situations around the legal framework and government, NGO and other stakeholder activities related to delivery of social services to children and youth in general in Kazakhstan and abroad.
• Conduct analysis, monitoring, and evaluation of effectiveness of the Social Services Program.
• Inform the Executive Director about any changes in implementation of the program on a regular basis.
• Control documentation on the Social Services Program.
• Supporting the work of the other BOTA departments through providing advice, training and coaching in areas of the SSP Director’s technical expertise


3. The required qualifications, skills, ability for this assignment include:
01. A strong commitment to improving the lives of children in Kazakhstan
02. A minimum of 7 years of work experience in management in the NCO sector, especially in the grants program management area
03. A minimum of a bachelor's degree
04. Good working knowledge of Kazakh, Russian, and English languages.
06. Strong sense of personal integrity.
06. Problem solving abilities, ability to multi-task.
07. Accuracy and attention to detail;
08. Knowledge of standard computer programs including Word, Excel, Outlook, etc.
09. Ability to handle confidential information;
10. Promptness and punctuality;
11. Ability to work with minimal supervision.
12. Excellent written and oral communication skills
13. Technical experience in one or more of the following areas:
• Early Childhood Development
• Child and Youth Protection, including assistance of disabled and/or children/youth in social crisis
• Youth opportunity promotion, including livelihoods/employment promotion
• Maternal and child health

4. Terms of Reference
01. Principal worksite at BOTA office, Almaty
02. Travel to Astana and oblasts frequently
03. Responsible for budgetary control and financial expenditures.
