Technical Director Institute for Industrial Productivity

IIP seeks a committed and energetic Technical Director to help lead its three-pronged strategy combining technology, policy, and financing expertise to generate wins for industrial efficiency. S/he will develop and direct the organization’s technology and technical research agenda, ensuring that best practice information and technical analysis is presented to key decision-makers in government and industry at the right time and in the right format for maximum energy savings impact. The Director will also assist with the implementation and management of all global and in-country (China, India, US) technology-related initiatives, working closely with regional staff and ClimateWorks Network partners. This will be accomplished through effective contracting and international project management, cultivation of relationships with technical experts in the field and other key stakeholders, dissemination of best practice information, and training of local partners. The Director will report to the Executive Director and will be evaluated on the effectiveness of information collection and production, its accessibility to IIP’s target audience, tool development, distribution and adoption, and ongoing support to IIP’s projects and programs. All activities will contribute to reductions in GHG emissions from industrial sources, which will be the ultimate benchmark for the effectiveness of IIP and its staff.

Primary Responsibilities

The Technical Director will perform the following and other duties as assigned:

Strategy Development and Implementation

For in-country activities:

  • Help draft terms of reference for technical studies, coordinate the assessment of proposals, and oversee the implementation and completion of technical studies;
  • Identify potential consultants and desired projects/initiatives in coordination with IIP’s regional teams;
  • Provide in-house peer review of reports and other deliverables, all in collaboration with the Policy and Programs Director and the Financial Products Director (i.e., IIP’s global team) to ensure that high quality, analytically rigorous technical work products emerge from IIP’s in-country work.

For global activities:

  • Develop and coordinate IIP’s 3-year global technical and technology research agenda;
  • Develop and prepare materials for a comprehensive Industrial Efficiency Technical Resource Library (e.g., existing benchmarking of energy efficiency and energy management practices and technology guidebooks by sector or cross-cutting end uses);
  • Identify gaps in existing resources and take the lead in managing and piloting research for global best practice information;
  • Identify potential consultants and desired projects/initiatives in coordination with IIP’s global team;
  • Assist in the development of tools to make the information accessible to IIP’s target audiences;
  • Assist in the development and implementation of an outreach program to disseminate IIP’s research and tools.

External Leadership

  • Develop or maintain contacts with industry officials (e.g., World Business Council for Sustainable Development, China Cement Association, Confederation of Indian Industry, etc.);
  • Cultivate supportive relationships with experts in the field and other key stakeholders to ensure the effectiveness, efficiency, and relevance of IIP's work;
  • Map out opportunities for strategy discussions, field engagements, and linkages between different stakeholder groups working in India, China, the E.U., and the U.S.;
  • Establish awareness of IIP's presence and expertise by maintaining relationships with the ClimateWorks Network, Regional Climate Foundation grantees, funders, and other experts;
  • Represent IIP by disseminating best practice information; develop IIP’s external stature by publishing papers, giving talks, and making presentations.

Management and Operations

  • Provide project management and work product oversight to ensure that the global and in-country teams consistently deliver high quality materials in a timely manner;
  • Help evaluate the results of projects to ensure that GHG emission reductions have been accomplished;
  • Initiate and/or participate in sharing of knowledge, experience, expert contacts, and ideas across sectors and countries by participating in regularly scheduled program team and other cross-sector meetings;
  • Build the IIP technology experts directory by developing and maintaining a list of key industrial efficiency experts and institutions/organisations, who are leaders in the field.

Professional Qualifications

The successful applicant will have the following minimum qualifications:

  • Demonstrated commitment to IIP’s values, mission, and purpose;
  • 10+ years of work experience with at least 5-10 years of experience in industrial energy analysis and technology assessment, preferably across sectors such as chemicals and petrochemicals, iron and steel, cement, paper, aluminum, etc., and in multiple countries;
  • More than 5 years of experience managing teams, staff and subcontractors;
  • Master’s or PhD in engineering, industrial policy, or another scientific/technical field of relevance to energy efficiency;
  • Strong facilitation and negotiation skills with experience creating collaboration and consensus among internal and external stakeholders, and a desire for and comfort with working in a collaborative environment;
  • International work experience that includes a successful track-record of managing global networks and collaborative ventures to drive national and international policy change at the highest levels;
  • Proven ability to apply sound political and strategic judgment in complex situations;
  • Comfort with qualitative and quantitative energy policy analysis;
  • Outstanding written and verbal communication skills in English and preferably one additional language related to IIP countries of interest;
  • Proven ability to present technical information to a non-technical audience;
  • Strong and detail oriented organizational skills and ability to manage multiple tasks and priorities in a fast-paced, start up environment;
  • Professionalism, poise, and the ability to work as part of a team, maintain a sense of humor, and interact with a diverse array of people;
  • Strong intellect, creativity, flexibility, drive, and entrepreneurial capabilities;
  • Willingness to engage in and comfort with frequent domestic and international travel.

Compensation and Benefits

IIP offers an excellent benefits package and a competitive salary that is commensurate with experience. The position will preferably be located in Paris, France, with significant opportunity for international travel. The position will initially be available in the form of a 9-month Contrat à Durée Déterminée (CDD or fixed-term contract), but extended to a Contract à Durée Indéterminée (CDI or indefinite contract) upon the demonstrated success of the Director.
